The U.S. Agency for International Development’s (USAID) Power Distribution Program is a three-year, USAID-financed project designed to facilitate improvements in electric power distribution utilities across Pakistan. The project began in September 2010. The Power Distribution Program works in partnership with the Ministry of Water and Power, Government of Pakistan and nine (9) power distribution companies (DISCOs) located across the four provinces of Pakistan.

WASHINGTON, DC – As part of USAID’s South Asia Regional Initiative for Energy (SARI/Energy), the Bangladesh Energy Regulatory Commission and the U.S. Energy Association recently hosted the South Asia Regional Workshop on the Regulatory Role of Promoting Cross Border Energy Trade in Dhaka, Bangladesh. The workshop convened over 30 policy and regulatory experts from eight nations to discuss the best policies and regulations to expand energy trade and increase regional cooperation throughout South Asia.

Joseph A. Stanislaw is founder of The JAStanislaw Group, LLC, an advisory firm specializing in strategic thinking and investment in energy and technology, and Independent Senior Advisor to Deloitte & Touche USA LLP’s Energy & Resources practice. He serves as a member of a number of advisory boards for energy, technology, and investment companies. Stanislaw was one of three founders of Cambridge Energy Research Associates in 1983 and served as managing director for all non-U.S. activity until 1997, when he was named president, and later chief executive officer. In late 2004 the CERA partners sold their interests in the company, and Dr. Stanislaw elected to pursue his own business leadership, investment, and charitable activities.

Dr. Stanislaw is an adjunct professor in the Nicholas School of the Environment at Duke University. He was a Research Fellow of Clare Hall and lecturer in Economics at Cambridge University, where he was also a member of the Energy Research Group in the University’s Cavendish Laboratory. At the University of Cambridge, he co-authored The Economics of Energy: Growth, Resources, and Policies. He was a Senior Economist at the Organization of Economic Cooperation and Development’s International Energy Agency in Paris. Dr. Stanislaw is a co-author, with Daniel Yergin, of The Commanding Heights: The Battle for the World Economy. Now in the second edition, the book has been translated into 13 languages and made into a six-hour documentary on PBS. He is also the author or co-author of numerous reports and published papers on the future of the world economy, geopolitics, and energy.

Dr. Stanislaw received a BA, cum laude, from Harvard College, a PhD in Economics from the University of Edinburgh, and was awarded an MA from the University of Cambridge when he was elected a Research Fellow of Clare Hall. He is one of several people to have been awarded an Honorary Doctorate and Professorship from the Gubkin Russian State University of Oil and Gas.

Lucian (Lou) Pugliaresi has been President of Energy Policy Research Foundation (EPRINC) since February 2007 and managed the transfer of PIRINC from New York to Washington, DC. He previously served on the Board of Trustees of PIRINC before taking over the presidency. Since leaving government service in 1989, Mr. Pugliaresi worked as a consultant on a wide range of domestic and international petroleum issues. Mr.Pugliaresi has served in a wide range of government posts, including the National Security Council at the White House, Departments of State, Energy, and Interior, as well as the EPA. He has written various articles on energy issues published in the Oil and Gas Journal and other journals on Russian Petroleum, Energy Security and Energy Policy.

Donald Paul is the Executive Director of the Energy Institute and holds the William M. Keck Chair of Energy Resources at the University of Southern California.  Major USC energy initiatives with industry and government include the Center for Smart Oil Field Technologies, the DOE Regional Smart Grid Demonstration Program, the Center for Energy Infomatics, and the recently formed programs on unconventional hydrocarbon resource development and cyber-physical security systems for energy infrastructures.

Dr. Paul had a distinguished 33-year career with the Chevron Corporation, retiring in June

2008 as Vice President and Chief Technology Officer.  He advanced through positions of increasing responsibility in technology, exploration and production operations, and executive management, including appointment as the president of Chevron’s Canadian subsidiary.

Dr. Paul currently serves as a Senior Advisor at the Center for Strategic and International Studies in Washington D.C. and in 2010, was appointed by the Secretary of Energy to the National Petroleum Council. He also participates in advisory roles at several universities (including MIT, Harvard, Rice, and the University of Texas), energy companies, and technology firms. The Society of Petroleum Engineers (SPE) recently honored Dr.Paul with the 2011 Management and Information Award in recognition of his leading role in the advancement and integration of information technology in the industry.

He holds B.S., M.S., and PhD degrees from MIT and an honorary doctorate from the Colorado School of Mines.

Guy F. Caruso is currently a senior adviser in the CSIS Energy and National Security Program, having served as executive director of the CSIS Strategic Energy Initiative from 1998 to 2000. Prior to rejoining CSIS, he had served since February 2002 as administrator of the Energy Information Administration (EIA), the statistical agency within the U.S. Department of Energy (DOE) that provides independent data, forecasts, and analyses regarding energy. Mr. Caruso has over 30 years of energy experience, with particular emphasis on topics relating to energy markets, policy, and security. He first joined DOE as a senior energy economist in the Office of International Affairs and soon became director of the Office of Market Analysis. Other leadership roles at DOE included director of the Office of Oil and Natural Gas Policy in the Office of Domestic and International Energy Policy and director of the Office of Energy Emergency Policy Evaluation. Prior to joining DOE, Mr. Caruso worked at the Central Intelligence Agency (CIA) as an international energy economist in the Office of Economic Research. In addition, before joining EIA, Mr. Caruso was also director of the National Energy Strategy (NES) project for the U.S. Energy Association (USEA). During this time, he spearheaded the USEA publication "Toward a National Energy Strategy," which was released in February 2001 and a follow-up study entitled, "National Energy Strategy Post 9/11." Mr. Caruso has also worked at the Paris-based International Energy Agency (IEA), first as the head of the Oil Industry Division, where he was responsible for analyzing world oil supply/demand and developments in the oil industry, and later as director of the Office of Non-member Countries, where he directed studies of energy-related developments
