Allan Fogwill joined CERI in November 2014 as President and CEO. Mr. Fogwill has previously worked for natural gas distribution companies in BC and Ontario and for the Ontario Energy Board dealing with market analysis and the analysis of distribution costs. Dr. Francisco C. de la Chesnaye is the Senior Program Manager for the Energy and Environmental Analysis Group at the Electric Power Research Institute (EPRI). His work focuses on modeling of the U.S. energy system, in particular the electric power sector, to evaluate the possible transformation of the system under alternative policies. His most recent efforts include leading EPRI’s Electrification Assessment, in the U.S., Canada, Mexico, and South Korea. In addition to his research at EPRI, Dr. de la Chesnaye has served on various external expert panels, including EPA’s Scientific Advisory Board panel on Economy-Wide Modeling, 2015-2017; the 2014 U.S. Climate Assessment’s Mitigation chapter; National Academies of Sciences report that evaluated the “Effects of Provisions in the Internal Revenue Code on U.S. Greenhouse Gas Emissions” in 2013; and National Academies Panel 2010 report titled “Limiting the Magnitude of Future Climate Change”.

John “Jack” Betkoski III is Vice Chairman of Connecticut’s Public Utilities Regulatory Authority (PURA). Betkoski has served on Connecticut’s utility regulatory authority since 1997 when he was named a Commissioner of the Department of Public Utility Control. He was elected Vice Chairman of that body in 2007. When PURA was established on July 1, 2011 as the state’s new regulatory authority, Betkoski was appointed a Director by Governor Dannel P. Malloy and elected as Vice Chairman of the new authority. In addition to his NECPUC and NARUC responsibilities, Betkoski is currently Chairman of the Connecticut Water Planning Council. The City now has an Energy Plan guiding its operations, planning and development. He has over thirty years of international experience developing clean energy technology projects for both the government and private sector. Mr. Atwood holds Masters Degrees in Chemical Engineering from the University of California, Berkeley, and in Business Administration from Johns Hopkins University, as well as a B.S. in Chemical Engineering from the University of Maryland.
