As a former member of the Southern Ute Indian Tribe Environmental Commission, Demi has been actively involved in initiatives promoting environmental stewardship and regulatory compliance within her community. David F. Conrad (Osage Nation) serves as the acting director and deputy director for the U.S. Department of Energy Office of Indian Energy Policy and Programs. He recently served as the Director of the Office of Public Affairs for the Assistant Secretary of Indian Affairs in the Department of Interior (DOI), managing press relations, digital media, and communications in close coordination with the Secretary’s Office of Communication and other DOI Bureaus. In the past, Mr. Conrad also worked as the Department’s Director for Tribal and Intergovernmental Affairs in the Office of Congressional and Intergovernmental Affairs, where he was responsible for intergovernmental affairs with tribal, city, and county governments.

Mr. Conrad represented the Department on federal interagency working groups such as Strong Cities, Strong Communities; improving Sacred Sites protection; and the White House Council on Native American Affairs, and coordinated Department-wide implementation of its federal Indian Policy including increasing working knowledge of strengthening positive working relationships with tribal governments on issues related to the Department's scientific, energy development, environmental cleanup, and national security mission.

Mr. Conrad has 20 years of intergovernmental affairs experience in the energy, environmental, economic development, and natural and cultural resources arenas.  Mr. Conrad has served in intergovernmental, legislative, and public affairs positions supporting tribal and local governments, and has experience working with legislative bodies at the federal, tribal, state, and local levels.  He has also held executive leadership positions in the non-profit sector with the National Tribal Environmental Council and the Council of Energy Resource Tribes.

Mr. Conrad holds a Bachelor of Arts in Political Science from Santa Clara University and a master’s degree in Environmental Policy and Administration from the University of Wisconsin at Green Bay.

Tala Goudarzi joins the office of Fossil Energy and Carbon Management (FECM), having worked across the energy industry, both in the public and private sectors. 

Prior to the U.S. Department of Energy (DOE), Tala served as Senior Advisor to the President and CEO of the Edison Electric Institute (EEI) where she corresponded directly with stakeholders and developed campaigns and policy initiatives to address industry challenges, including resource adequacy issues driven by rising AI energy demand. 

Tala also acted as Public Affairs and Policy Advisor to the President of Sempra Infrastructure (SI) providing strategic briefings to leadership for high-stakes engagements, orchestrating executive appearances to align with corporate objectives and facilitating key partner relationships, contributing to the final investment decision (FID) of SI’s Port Arthur LNG Phase One. She also served as Advisor for Strategic Initiatives at the Texas Oil and Gas Association (TXOGA), managing member relations, writing organization content and expanding advocacy through PAC and industry events. 

Before moving to Texas, Tala represented the U.S. Department of Commerce as Senior Advisor to the Chief of Staff and Special Advisor to the Secretary. Here, she advised the Secretary and Chief of Staff on Department-wide organizational and policy issues, including, but not limited to, energy policy and advocacy issues, American Workforce Policy Advisory Board, opportunity zones, economic development, foreign direct investment, and privacy shield. She represented the U.S. Government in trade delegations and met with foreign dignitaries and Heads of State regarding United States trade goals. Tala was also appointed to be the First Lady’s “Be Best,” Ambassador for the Department of Commerce. Prior to Commerce, Tala served as an Advisor to the Secretary at the DOE, where she coordinated and managed the Secretary’s internal agenda and acted as a liaison for all matters pertaining to the Secretary’s foreign and domestic travel and protocol guidelines. 

Tala Goudarzi brings a wealth of experience in energy policy, strategic communication, and stakeholder engagement across both the public and private sectors. With a proven track record in policy development, trade relations, and infrastructure advancement, she remains committed to driving innovation and secure, reliable and abundant energy solutions at the U.S. Department of Energy. 

Tala holds an undergraduate degree from the University of North Carolina at Chapel Hill and an MBA from the University of Texas at Austin.

The Federal Government has a treaty and trust responsibility to protect Tribal sovereignty and to revitalize Tribal communities, including through economic and energy development. Ensuring Tribal access to funding and incentive opportunities requires sufficient outreach and coordination.
