The USEA Just and Secure Energy Transition (JSET) program supports the countries of Europe and Eurasia as they make a secure transition to clean energy. In partnership with the United States Agency for International Development (USAID), the JSET program builds upon 30 years of groundbreaking development assistance in the region, and sets an ambitious plan to improve the renewable energy readiness of countries in the region while ensuring that they can maintain reliable, secure energy during that transition. The program harnesses US energy industry expertise and experience, as well as the expertise of partner organizations around the world, to aid in the region’s transition. For the countries in the region—with a particular focus on those in Southeast Europe, the Balkans, and the Black Sea area—the JSET program aims to: operationalize and integrate regional energy markets; improve energy system operation and integrate reliable, cost-effective clean energy technologies into energy networks; improve regional energy sector resilience and response capabilities to disasters and extreme events; increase adoption of US-developed or supplied grid enhancing technologies; and improve public understanding of the benefits of a clean energy transition. |

With over three decades of experience, USEA is advancing energy security across Europe and Eurasia by deepening market and network integration with the European Union and accelerating the adoption of renewable energy. By encouraging the use of American fuel, technology, and expertise, USEA is expanding cross-border electricity and gas interconnections, improving wholesale market efficiency, and strengthening cybersecurity resilience. These efforts limit malign influence, foster regional cooperation, promote transparent, competitive energy markets that drive sustainable economic growth, and create opportunities for U.S. trade and investment. Synchronized Ukraine and Moldova with ENTSO-E
USEA accelerated the synchronization of Ukraine’s and Moldova’s transmission systems with the European grid by developing stability models, training engineers, and implementing key technical procedures – enhancing energy security, renewable integration, and cross-border trade.

Moldova’s Next 400 kV Link to Europe
USEA supported Moldova’s energy integration by conducting advanced system modeling with Romanian partners to identify the optimal Strășeni–Gutinaș 400 kV interconnection, strengthening cross-border capacity, enhancing resilience against Russian supply disruptions, and advancing Moldova’s alignment with the European power market.

Market Coupling Gap Analysis for Southeast and Eastern Europe
USEA assessed regulatory, technical, and legal readiness for electricity market integration in Albania, Kosovo, North Macedonia, and other countries, delivering tailored roadmaps that advanced EU alignment and cross-border electricity trading.
Regional Energy Planning and Market Integration (BSTP)
Through the Black Sea Regional Transmission System Planning Project, USEA enhanced regional grid cooperation and renewable integration by developing shared transmission and market models, building TSO capacity, and improving forecasting for reliable, efficient power systems.
Queue of Applications for Grid Connections
USEA reviewed global best practices and worked with Serbia’s EMS and regulators to streamline project approvals, improving grid planning, attracting investment, and accelerating qualified project integration.
Day-Ahead and Intraday Congestion Forecasting
USEA helped Moldelectrica align with ENTSO-E standards by automating load-flow forecasting, improving data compatibility, and providing training – strengthening Moldova’s grid reliability, planning, and market integration.

The August 8, 2025 U.S.-brokered Armenia–Azerbaijan peace agreement makes energy and transport connectivity central to lasting normalization, with the TRIPP corridor turning former flashpoints into shared assets. The United States now plays a key role in advancing cross-border energy projects and institutional capacity to secure durable peace, stability, and economic opportunity across the South Caucasus.

The Vertical Gas Corridor
The Vertical Gas Corridor is becoming a key LNG delivery route from Greece into Southeastern and Central Europe, including Ukraine, by leveraging the Alexandroupolis FSRU and reverse-flow Trans-Balkan Pipeline. Connecting seven countries with minimal upgrades to enable 10 BCM of capacity, it offers a strategic alternative to Russian gas while unlocking access to Ukraine’s vast underground storage network.
