Philippines Energy Partnership Program (PEPP) 

USEA facilitated the partnership Cagayan De Oro Electric Power & Light Company (CEPALCO) with Sacramento Municipal Utility District (SMUD) to increase renewable energy development; demand side management; distribution system reliability and efficiency; and organizational restructuring. 

The partnership resulted in the development of an energy efficiency services company to provide services to customers both within and outside the CEPALCO service area; the development of a Demand Side Management Plan which was submitted to the Energy Regulatory Board; and the development of transmission contracts for a sub-transmission company among the utilities in the Cagayan-Illigan Corridor.

Distribution

Philippines Energy Partnership Program (PEPP) 

USEA facilitated the partnership between the Manila Electric Company (MERALCO) and Central & South West Corporation (CSW) to implement best practices in distribution regulation and restructuring; activity based costing; power quality; and electricity pricing. In 2010, CSW merged with American Electric Power, but the relationship between the United States and the Philippines remains strong, so much so that the MERALCO has gone on to become trainers in USEA programs in Ethiopia, South Africa, Tanzania, and other partner countries. 

The partnership results were the implementation of an Activity Based Costing system with guidance from their U.S. partner; the installation of load side power conditioning equipment to address the power quality problems of their largest customers; and the creation of an Account Management Office based on a CSW accounting concept.

Regional Cooperation

U.S.-Asia Gas Partnership (AGP)

In 2019, the U.S. Agency for International Development (USAID) launched the U.S.-Asia Gas Partnership (AGP) covering eight countries: Bangladesh, India, Indonesia, Papua New Guinea, Philippines, Sri Lanka, Thailand, and Vietnam.  AGP is a public-private partnership between government and industry representatives to optimize the development of secure, reliable, and economic sources of natural gas across the Indo-Pacific.

AGP convenes a diverse set of stakeholders to optimize gas network infrastructure planning through the U.S. Agency for International Development, in collaboration with the U.S. Energy Association and the National Association of Regulatory Utility Commissioners (NARUC), to develop domestic gas markets in Asia.  AGP will support strategic planning to promote the development of resilient and least-cost power systems that will continue to meet demand over time.

The objective of the AGP is to share best practices in the development of secure, reliable, and economic sources of natural gas.  Practical training and strategic advice targeted at ministries and regulators aims to drive more informed policy and decision-making.  With a long-term vision to enable the creation of a regional gas market, the AGP will facilitate a shared understanding between government officials and the private sector about the technical, commercial, and economic factors that spur investment.
