Power sector development is a key component of the Senegal development plan with a goal of universal eletricity access and becoming an emerging economy by 2025. Priorities include lowering the cost of generation by reducing dependence on imported liquid fuels and increasing electricity access. Senegal has significant potential to develop solar, wind, and offshore natural gas. EUPP has worked with the country's utility, SENELEC, on mnay of these issues since 2015 through the following partnerships:
- Senegal Utility Partnership (2015-current)
- West Africa Power Pool (WAPP)
- ECOWAS Regional Electricity Regulatory Authority (ERERA)
- Engendering Utilities Partnership
Current activities focus on improving Senelec’s ability to manage their growing number of generation, transmission, and distribution projects and to ensure best practices in project management, procurement, power system modeling.
SENEGAL UTILITY PARTNERSHIP (2015-present)
Senegal is rapidly expanding its electric generation capacity and has identified a need for strong managers to ensure all projects are on schedule and within budget. USEA held project management training for Senelec, the country’s state-owned power utility, and discussed the need to standardize and harmonize project management practices throughout the organization. The team established a Project Management Office (PMO) based upon international best practices, and certified key utility staff in project management.
SENEGAL UTILITY PARTNERSHIP (2015-present)
USEA is providing training to Senelec’s planning engineers on advanced power flow, contingency, voltage stability and dynamic analysis. The engineers will also be trained in transmission planning, power system operation, integration of renewable energy, tasks automation and user defined modeling.

Senelec has the goal of modernizing its Senegal’s distribution system by deploying smart grid technology across its system. It has been successful in installing the first wave of smart metering technology. USEA aided Senelec in developing a smart grid roadmap, which will develop a plan for the most rational deployment of technology on Senegal’s grid system.
West African Power Pool Partnership
Senegal is a member of the West African Power Pool (WAPP) under the auspices of the Economic Community of West African States (ECOWAS) which was established in 1999 to act as a regional market for electricity. WAPP member countries include Benin, Burkina Faso, Ghana, Guinea, Guinea Bissau, Ivory Coast, Liberia, Mali, Niger, Nigeria, The Gambia, Togo, Senegal, and Sierra Leone. EUPP has worked with WAPP to implement best practices in international integrated power systems operations and management, including pitfalls to avoid and mitigation measures to minimize the risk of failure in the establishment of a regional electricity market.
