EMIM Support to the Japan-U.S. Mekong Power Partnership (JUMPP)

As part of Asia EDGE in August 2019, U.S. and Japanese Foreign Ministers launched the Japan-U.S. Mekong Power Partnership (JUMPP). Through JUMPP, the United States and Japan are partnering with countries in the Lower Mekong region to promote more sustainable energy sectors, regional power trade and integration, and quality energy infrastructure development, in accordance with the G20 Principles for Quality Infrastructure Investment. JUMPP also seeks to enhance regional power trade and integration in these countries through free, open, stable, rules-based electricity markets. JUMPP also promotes private sector input and contribution through events such as investment forums.

With funding from the U.S. Department of State, Bureau of Energy Resources (ENR), USEA supports JUMPP through its implementation of the Indo-Pacific Energy Market Investment and Modernization (EMIM) project. EMIM JUMMP activities in the region focus on promoting competitive, transparent, rules-based electricity markets and promoting bilateral and regional power trade in the Lower Mekong region, by providing technical assistance and capacity building support to Lower Mekong governments, utilities, and regulators on topics such as:

  • Power sector reform and liberalization
  • Power market formation
  • Gas-to-power projects
  • Energy efficiency
  • Integration of renewable energy
  • Modernization of regulatory bodies
