Charles McConnell is the Executive Director of the Center for Carbon Management in Energy at the University of Houston. Prior to joining the CCME, McConnell was the executive director of the Energy and Environment Initiative at Rice University. McConnell served as the assistant secretary of energy in the US Department of Energy from 2011-13 and was responsible for the Office of Fossil Energy’s strategic policy leadership, budgets, project management, and research and development of the department’s coal, oil and gas, and advanced technologies programs, as well as for the operations and management of the U.S. Strategic Petroleum Reserve and the National Energy Technologies Laboratories.

McConnell also previously served as vice president of Carbon Management at Battelle Energy Technology in Columbus, Ohio and with Praxair, Inc. serving in a variety of operations, sales and global business and technology roles including hydrogen, gasification and energy as the global VP of energy and hydrogen.

McConnell is currently a board member of the Energy & Environmental Research Center (EERC) Foundation in North Dakota, is a member of the National Coal Council, has served on the Society of Petroleum Engineers and National Petroleum Council subcommittees, and has held a number of board positions including chairmanships of the Gasification & Syngas Technologies Council and the Clean Carbon Technology Foundation of Texas. McConnell holds a bachelor’s degree in chemical engineering from Carnegie-Mellon University (1977) and an MBA in finance from Cleveland State University (1984).

Martin D. Considine is Vice President, Technology, in Peabody Energy Generation Development Group and is responsible for managing Peabody's BTU Conversion activities. His main responsibility is to increase the utilization of Peabody's coal reserves in industrial applications, beyond conventional power production. Applications include utilization of clean coal technologies to produce syngas. Considine joined Peabody Energy after serving in various capacities at Chevron Texaco and Texaco for almost 28 years. He initially was in the crude and product Supply and Distribution Department, followed by a period as executive assistant to Senior Vice Presidents responsible for Texaco Canada and Caltex. Considine served as Senior Vice President in Texaco's Worldwide Power and Gasification Division, responsible for developing conventional power plants and gasification industrial plants, utilizing Texaco's proprietary gasification technology. He also served as Vice President of Texaco Development Corporation, the licensing subsidiary of Texaco, Inc. He continued in this same capacity after the Chevron Texaco merger. A graduate of Manhattan College in New York, Considine holds Bachelor's and Master's Degrees in Chemical Engineering, and a Master's degree in Business Administration from Pace University in New York.

David Mohler is senior vice president and chief technology officer for Duke Energy. He is responsible for the development and application of technologies in support of Duke Energy’s strategic objectives. He was named to his current position in October 2006.

Previously, Mohler served as vice president of strategic planning for Duke Energy. Prior to the merger between Duke Energy and Cinergy, he served in the same role for Cinergy. Mohler has operational experience in both nuclear and fossil power generation, as well as experience in corporate marketing, human resources and business development.

He earned a Bachelor of Arts degree from Indiana University, a Bachelor of Science degree from the University of the State of New York at Albany, a Master of Arts degree from Xavier University of Cincinnati, and a Master of Science degree from the University of Pennsylvania. Mohler is a member of the advisory boards of GridPoint Inc., Verizon Wireless and the Carnegie Mellon Electric Utility Industry Center. He serves on the Advanced Research Projects Agency—Energy (ARPA-E) “brain trust” within the Department of Energy. He is a member of the Electric Power Research Institute’s Research Advisory Committee. Mohler also serves on the board of directors of the Asia Clean Energy Innovation Initiative.

Tim Richards is managing director for International Energy Policy in the Washington, DC, office of the General Electric Company. Mr. Richards was the deputy assistant United States trade representative for Western Europe and the Middle East from July 1994 through January 1996.
