CHARLES T. DREVNA, President – American  Fuel & Petrochemical Manufacturers (AFPM)

 

Since 2007 Charles T. Drevna has served as president of the American Fuel & Petrochemical Manufacturers, the national trade association that represents 98 percent of refining capacity in the United States. Drevna joined the association in 2002 as director of policy and planning and named executive vice president in 2006.

 

Drevna manages a team that advocates on behalf of petroleum refiners and petrochemical manufacturers who are instrumental in strengthening our economic and national security, and support two million American jobs. Through his leadership, the association has expanded, doubling in size and scope of work to meet the growing demand of a broad range of public policy issues.

 

In 2012, Drevna supervised a rebranding of the association, formally known as the National Petrochemical & Refiners Association, to better identify the refining industry as high-tech manufacturers of virtually the entire U.S. supply of fuel and home heating oil, as well as the petrochemicals used to produce thousands of consumer products.

 

Drevna has over 40 years of extensive experience in legislative, regulatory, public policy and marketplace issues involving energy and the environment. His previous positions include director of state and federal government relations for Tosco, Inc.; director of government and regulatory affairs for the Oxygenated Fuels Association; vice president at the Washington consulting firm of Jefferson Waterman International; several positions at Sunoco, including vice president for public affairs for Sun Coal Company; director of environmental affairs for the National Coal Association; and supervisor of environmental quality control for the Consolidation Coal Company.


Drevna received his BA in chemistry from Washington and Jefferson College and performed graduate work at Carnegie-Mellon University.

Jim Cater is Director of Economic and Financial Policy at APPA. He has broad and deep experience in the electric utility industry covering market analysis, project evaluation, cost of service and rate making, energy trading and integrated resource planning. Before joining APPA in September 2013, he worked for several investor-owned utilities, most recently as Director of Power Supply and Economic Analysis at Central Vermont Public Services Corp. He holds BA and MA degrees in economics and is a Chartered Financial Analysts (CFA).

Marc Boillot is currently Senior Vice President at EDF for Regional Actions. He started his career at EDF R&D. He then worked in North America for ten years: he opened the EDF representative office in Washington D.C. in 1990 and became head of Gaz de France Quebec in Canada in 1997.

In 2000 he was appointed head of the Clermont Ferrand power and gas distribution area. From 2003 as EDF Commerce regional director in Lyon (France), he participated to the opening of the electricity and gas markets. He then joined the EDF Group strategy division where he had the responsibility over international projects strategy. He was then appointed senior VP for strategy, project development and international at ERDF.

Mid-West Energy Research Consortium (M-WERC)

Alan Perlstein became the Mid-West Energy Research Consortium's (M-WERC) second Executive Director and CEO effective April 16, 2013.

Mr. Perlstein was a founder of the organization and its first Chairperson and has remained active with the organization in his capacity on the M-WERC Board and the Board's Executive Committee as Chairperson Emeritus. He was most recently leading M-WERC's Organizational Development activities.

Mr. Perlstein draws upon 35 years of experience in ship building, power electronics, design development and program management for navy nuclear, ship controls, propulsion, and power distribution technology programs.  He has a successful track record for deployment of new technologies affordably and on schedule.

Alan has worked extensively at building effective Public Private partnerships.  His leadership has been recognized on the boards of the North West Side Community Development Corporation, the Milwaukee Work Force Investment Board, and as a founding member of M-WERC.  Alan is recognized as a passionate proponent for economic growth and work force development for Milwaukee and the surrounding regions.

Mr. Perlstein is a graduate of the Kellogg School of Business at Northwestern University, with a Masters in Business Administration.  He attended American University, with a Bachelor of Science and Honors graduate in Economics.
