DONALD F. SANTA, President & CEO – Interstate Natural Gas Association of America (INGAA)

Donald F. Santa is the president and chief executive officer of the Interstate Natural Gas Association of America (INGAA), the North American association representing the interstate and interprovincial natural gas pipeline industry.

Mr. Santa brings an extensive background in government and in the energy industry to his position at INGAA. He served as majority counsel to the U.S. Senate Committee on Energy and Natural Resources from 1989-1993, where he worked on enactment of the Natural Gas Wellhead Decontrol Act of 1989 and the Energy Policy Act of 1992. Mr. Santa was nominated in 1993 be a member of the Federal Energy Regulatory Commission, where he served until 1997. During his tenure as a commissioner, he worked on major FERC initiatives including Order No. 888 (open access rule for electric transmission) and implementation of Order No. 636 (the rule restructuring natural gas pipeline services).

Upon leaving the government, Mr. Santa joined LG&E Energy Corp in Louisville, KY, where he served as deputy general counsel and senior vice president for strategic planning from 1997-2001. Before joining INGAA in 2003, he was a partner in the Washington, DC office of the law firm Troutman Sanders LLP.  

Mr. Santa is a graduate of the Columbia University School of Law and the Duke University Trinity College of Arts and Sciences.

Rhone Resch is the President and CEO of the Solar Energy Industries Association (SEIA), the national trade organization for America’s solar energy industry. Known for having a finger on the pulse of Capitol Hill, Rhone has more than 20 years of experience in the public and private sector working on clean energy development and climate change issues. In addition to serving as vice president for the Natural Gas Supply Association, Rhone also served as program manager at the EPA's Climate Protection Division during the Clinton administration.

 

Rhone holds an M.P.A. in management from Syracuse University's Maxwell School, a Master of Environmental Engineering from SUNY Syracuse, and a B.A. from the University of Michigan. He lives in Washington, D.C., with his wife Lisa and two children in a solar-powered house that provides 93 percent of their electricity.

DAVE MCCURDY, President & CEO – American Gas Association (AGA)

Dave McCurdy joined the American Gas Association (AGA) as president and CEO in February of 2011. Founded in 1918, AGA represents more than 200 local energy utility companies that deliver natural gas to 175 million Americans nationwide. 

McCurdy joined AGA after serving for four years as president and CEO of the Alliance of Automobile Manufacturers (Alliance). He led the Alliance during a period of unprecedented economic, environmental and regulatory challenges for the auto industry. During his tenure, the Alliance recorded significant achievements and McCurdy was instrumental in developing the historic agreement between automakers and the Obama administration establishing the national program to increase fuel economy by 40 percent and decrease greenhouse gas emissions by 30 percent by 2016.

Prior to his work at the Alliance, McCurdy served for eight years as president and CEO of the Electronic Industries Alliance (EIA), where he helped promote the market development and competitiveness of the U.S. high-tech industry by crafting both domestic and international programs and policies for EIA’s nearly 1,300 member companies.

Before his tenure at EIA, McCurdy had a distinguished career in Congress, spending 14 years (1981-1995) in the House of Representatives as the Member from the Fourth Congressional District of Oklahoma. He attained numerous leadership positions, including Chairman of the House Intelligence Committee. As chairman and CEO of the McCurdy Group, L.L.C., he also led a successful business consulting and investment practice.

Dave McCurdy was appointed by Secretary of Defense Robert Gates to the Defense Policy Board and served on the board from 2008-2011 in both the Bush and Obama administrations.  He currently serves on a number of not-for-profit boards including: the Center for Strategic and Budgetary Analysis, The Center for Naval Analysis, The Center for Energy Workforce Development, the Alliance to Save Energy, LMI (Logistics Management Institute), the Economic Club and the United States Energy Association.

In 2011, McCurdy co-founded the Coalition for a Fiscally Sound America, a bi-partisan group organized to make more Americans aware of the scope and depth of the nation's fiscal dilemma and help them better understand the causes, effects and potential solutions. CFSA seeks to motivate Americans to take action and communicate with their elected officials to enact both spending and tax reform sufficient to stabilize our national debt, revive our economy and return prosperity to America.

Sue Kelly serves on the Board of Trustees of the North American Electric Reliability Corporation (NERC).  Prior to joining NERC, Kelly was president and CEO of the American Public Power Association (APPA) from 2014 - 2019.  Prior to becoming president and CEO, Kelly was APPA’s senior vice president, policy analysis and general counsel.  In that capacity, she helped APPA and its members in energy policy formulation and with policy advocacy before the Federal Energy Regulatory Commission (FERC), federal courts, and other governmental and industry policy forums.

From 1998–2004, Kelly was a principal with the Washington, D.C. law firm of Miller, Balis & O'Neil, P.C.  She represented cooperatively and publicly owned electric utilities and their trade associations, as well as other governmental entities, assisting them with restructuring-related issues before the FERC, federal appellate courts, and state public utility commissions.  From 1995–1998, Kelly served as the Senior Regulatory Counsel for the National Rural Electric Cooperative Association (NRECA). She represented NRECA before the FERC, state public utility commissions and courts, and served as a liaison from NRECA to many industry groups. 

In March 2008 she was appointed to a one-year term on the U.S. Department of Energy’s Electricity Advisory Committee (EAC).  She served a second term on the EAC from June 2012 to April 2014.  In April 2010, Kelly was elected president of the Energy Bar Association.  In January 2015, she was selected to serve as an associate member on the Commodity Futures Trading Commission’s Energy and Environmental Markets Advisory Committee.  She is also a member of the E Source Advisory Board.

Kelly is a frequent speaker on energy-related topics.  She has given presentations to many industry groups, including the National Association of Regulatory Utility Commissioners, the Organization of PJM States, Inc., the National Association of State Utility Consumer Advocates, the Energy Bar Association, the American Bar Association, the American Antitrust Institute, the E Source Forum, and the Harvard Electricity Policy Group.  She has also appeared before federal and state administrative agencies, and testified before committees of the U.S. Congress and state legislatures. 

Kelly was named one of Washington’s “Most Powerful Women” in the November 2015 issue of Washingtonian magazine in the “Business, Labor, and Lobbying” category.

Kelly earned her J.D. degree with high honors from the George Washington University in 1980, and her A.B. degree in Honors Interdisciplinary Studies and Economics, magna cum laude, from the University of Missouri in 1977.

Dr. Michael Howard is the President and CEO at the Electric Power Research Institute (EPRI).

Howard has over 30 years of results-driven, multi-faceted leadership experience in organizations ranging from entrepreneurial start-ups to large public companies with increasing responsibilities in operations, finance, sales and marketing, product development, and strategic planning. Most of his experience is in providing technical consulting services and products to both U.S. and international electric utility companies.

Prior to his current appointment, Dr. Howard served as Senior Vice President, Research and Development, and President and Chief Executive Officer of EPRI Solutions, Inc., a wholly-owned subsidiary of EPRI. EPRI Solutions was created by the merger of three companies, one of which was the EPRI Power Electronics Application Center (PEAC) Corporation where he served as President and Chief Executive Officer.

Previously, Dr. Howard was President of the Tennessee Center for Research and Development (TCRD) located in Knoxville, Tennessee and President of Beta Development Corporation (BDC), an early-stage venture capital firm focused on providing equity investment in technology-based companies.

Dr. Howard began his career in 1980 with Westinghouse Electric Corporation as an applications engineer for the fossil and nuclear digital control systems group.

Howard holds a Bachelor of Science in electrical engineering from the University of Tennessee, a Master of Science in business and engineering management from the University of Pittsburgh, and a doctorate in engineering science from the University of Tennessee. He has also completed the MIT Reactor Technology Course.

Jack N. Gerard is president and CEO of the American Petroleum Institute, the national trade association that represents all aspects of America’s oil and natural gas industry.

Mr. Gerard has led API since November 2008, expanding its membership and influence in all 50 states and globally, with offices in Dubai, Singapore, Beijing, and Rio de Janeiro. API's Washington presence is the foundation for the oil and natural gas industry's advocacy and outreach at state, federal and global levels on public policy, standards and certification programs, and as the source for information on industry best practices. Currently, API’s mobilization program is a more than 40 million strong advocacy nationwide network that can mobilize supporters in all 50 states and in 435 congressional districts.

As the industry's national trade association, API has more than 625 members. They range from the largest major oil company to the smallest of independents and represent all segments of the industry.

Mr. Gerard is recognized by numerous publications and his peers as one of Washington's most influential advocates, including Washington Life magazine, which named him one of the city's "Power 100."

Prior to joining API, Mr. Gerard served as president and CEO of the American Chemistry Council, and earlier held the same position at the National Mining Association. Mr. Gerard also spent close to a decade working in the U.S. Senate and House. He came to Washington in 1981, and worked for Rep. George Hansen. He also worked for Sen. James A. McClure, who chaired the U.S. Senate Energy and Natural Resources Committee.

Sen. McClure retired in 1990, and Mr. Gerard joined him in founding McClure, Gerard & Neuenschwander, Inc., a Washington, D.C.-based government relations consulting firm. Mr. Gerard served as chairman and chief executive officer and focused on issues such as international sports, telecommunications, energy and mining.

He serves on the Advisory Board and is a past chairman of the National Capital Area Council - Boy Scouts of America, is a board member and former co-chair of The George Washington University’s Graduate School of Political Management, and is chairman of the board of directors for the Congressional Coalition on Adoption Institute.

Mr. Gerard was born and grew up in Idaho. He holds a bachelor’s degree in political science and a juris doctor from George Washington University. Mr. Gerard lives in Virginia with his wife, Claudette. They have eight children, including twin boys the family adopted from Guatemala.

MARVIN S. FERTEL, President & CEO – Nuclear Energy Institute (NEI)

Marv Fertel is president and chief executive officer of the Nuclear Energy Institute (NEI) which is the policy organization for the U.S. nuclear industry and represents the industry in addressing generic technical regulatory issues before the Nuclear Regulatory Commission; as well as policy and legislative activities with the Congress and the Executive Branch.  NEI has about 350 corporate members in 19 countries.

Mr. Fertel has over 40 years of experience working with the electric utility industry on issues related to designing, siting, licensing and managing both fossil and nuclear plants.

He has worked in executive positions with such organizations as Ebasco and Management Analysis Company.  In November 1990, he joined the U.S. Council for Energy Awareness as vice president of Technical Programs. With the formation of NEI in 1994, he became NEI’s vice president of Nuclear Economics and Fuel Supply.

Mr. Fertel was named senior vice president and chief nuclear officer in 2003 and in 2009 he was named President and Chief Executive Officer of NEI.

He is a member of the Board of Directors of the Center for Energy Workforce Development, the United States Energy Association, the Foundation for Nuclear Studies and the National Energy Foundation.

JO ANN EMERSON, Chief Executive Officer – National Rural Electric Cooperative Association (NRECA)

On March 2, 2013 Jo Ann Emerson became the fifth CEO of the National Rural Electric Cooperative Association.  Jo Ann was raised to put people before politics, and during her eight-plus terms in the House of Representatives she did just that. As a member of the Appropriations Committee, Jo Ann was the Chairman of the Financial Services and General Government Subcommittee and also served on the Agriculture Subcommittee and Legislative Branch Subcommittee. Her extensive involvement in economic development and rural policy issues enabled her to fully represent all her constituents in Missouri’s 8th Congressional District.

After earning a B.A. in political science from Ohio Wesleyan University in 1972, Jo Ann pursued an active career in public affairs and grassroots communications. In her professional career, Jo Ann has served as the Senior Vice President of Public Affairs for the American Insurance Association, as Director of State Relations and Grassroots Programs for the small-business oriented National Restaurant Association, and as Deputy Communications Director for the National Republican Congressional Committee.

While in Congress, Jo Ann served as representative to the NATO Parliamentary Assembly. She is also an Honorary and Life Trustee of Westminster College in Fulton, Missouri and as a former Girl Scout, Jo Ann is a leading supporter of that organization. She was co-chair of the Board of Directors for the Congressional Hunger Center and a founding member of the Bipartisan Congressional Retreat, whose mission is to foster better relations in Congress with Members from each party.

As a wife, mother, and grandmother, family is the foremost priority in Jo Ann's life. She is married to Ron Gladney, an attorney, and is the proud mother of two daughters, Victoria and Katharine, five stepdaughters, Elizabeth Emerson Leger, Abigail Emerson Gray, Alison and Stephanie Gladney, Jessica Gladney Spaniol, and one stepson, Sam Gladney. Jo Ann is the proud grandmother of Cooper O'Brien Leger, Curt William Leger, Margaret Browning Gray and Barrett “Bear” Poe.

MARTIN J. DURBIN, President & CEO – America’s Natural Gas Alliance (ANGA)

 Marty Durbin is President and CEO of America’s Natural Gas Alliance (ANGA), representing North America’s largest independent natural gas exploration and production companies.  In this role, he oversees ANGA’s work with industry, governmental and consumer stakeholders to promote the increased use of America’s natural gas resources for a cleaner and more secure energy future.

Prior to joining ANGA, Mr. Durbin served as Executive Vice President of Government Affairs at the American Petroleum Institute (API).  In that role, Mr. Durbin was responsible for integrating all of API’s advocacy resources including government affairs, mobilization, communications, policy and legal work, in support of the organization’s priority objectives.

Before his work at API, Mr. Durbin served as Vice President of Federal Relations at the American Chemistry Council (ACC), directing federal legislative advocacy and coordinating direct lobbying, coalition building and political programs.

Mr. Durbin also currently serves as Chairman of the Board for A Wider Circle, a grassroots nonprofit organization that provides beds, furniture, basic need items and support to families coming out of homelessness.
