Chris Hansen serves in the Colorado Senate, representing the east-central and southeast neighborhoods of Denver of District 31. He specializes in energy sector economics and data analytics, with more than 20 years of experience in the global energy industry. In the Colorado 73rd General Assembly, he serves on the Joint Budget Committee and as Chair of the Senate Appropriations Committee. During his tenure in the 71st General Assembly (2017-18), Hansen served on the Capital Development, House Transportation & Energy, Appropriations, Agriculture, Livestock & Natural Resources Committees.

Prior to his service as an elected official, he was a Senior Director at IHS Markit where he led a global portfolio of energy products, events and partnerships. He is a co-creator of the OptGen analysis, IHS CERA’s unique tool for applying financial portfolio techniques to power generation. Before joining IHS Markit, Dr. Hansen was a Research Fellow at the Oxford Institute for Energy Studies, where he analyzed electricity and gas sector reform in India and published several papers in professional journals on energy sector economics and policy analysis. Dr. Hansen holds a BSc in Nuclear Engineering from Kansas State University; a Graduate Diploma of Civil Engineering from the University of the Witwatersrand, South Africa; a Master of Science in Technology Policy from MIT; and a PhD in Economic Geography from Oxford University. In 2012, he was selected as a Marshall Memorial Fellow by the German Marshall Fund and in 2017 was selected as a Public Leadership Fellow at Harvard University by the Gates Family Foundation. In 2019, he was selected as one of fifteen leaders from across the United States to join the NewDEAL (Developing Exceptional American Leaders), a selective national network of rising state and local elected officials.

In addition to his current role in the State Senate, Hansen serves as the Co-Founder and Treasurer of the Colorado Energy & Water Institute, and as Co-Founder of the Colorado Science and Engineering Policy Fellowship.

Trabish about the opportunities and challenges for Colorado in the initiatives by the Southwest Power Pool and the California Independent System Operator to build a regional energy market and transmission system across the West.

Andrew French was appointed to the KCC on June 12, 2020 by Governor Laura Kelly and approved by the Senate Confirmation Oversight Committee on June 24, 2020. He served as Chairperson from January 14, 2021 to January 13, 2022 and was re-elected Chairperson on September 14, 2023. His term expires March 15, 2024.

French currently serves as the Kansas representative to the Southwest Power Pool and regularly participates in various SPP stakeholder groups, including the Regional State Committee (RSC). French currently serves as the 2023 RSC President. He is also one of 10 state utility regulators selected to serve on the Joint Federal-State Task Force on Electric Transmission formed in 2021.

Before his appointment to the KCC, French practiced law with a focus on energy policy and the regulation of utility rates and services. He represented a broad spectrum of energy stakeholders, including large industrial energy customers, local school districts, and a natural gas utility company.

Prior to his work in private practice, French was a staff litigation attorney with the KCC. During his tenure from 2012 to 2017, French held a number of positions within the agency, including Senior Litigation Counsel representing the KCC Staff in litigated administrative proceedings. He also advised the Commission on legal, electric reliability, and cost-recovery issues associated with actions of the Southwest Power Pool, the Federal Energy Regulatory Commission, and the United States Environmental Protection Agency.

French has a Bachelor of Arts degree in Environmental Studies from the University of Kansas and a Juris Doctor degree from the University of Kansas School of Law.

A lifelong Kansan, French is originally from Reno County, where he grew up working on his family's farm. He currently resides in Lenexa, Kansas with his wife and son.
