Bryan is Manager of the Critical Minerals Secretariat at CanmetMINING, Natural Resources Canada (NRCan).  He is a biologist and has been with CanmetMINING for 26 years.  For the last 9 years, he has played a key role in the development, management, and delivery of CanmetMINING’s critical mineral programming, including a five year $24M Rare Earth and Chromite R&D program and subsequent ~$90M Critical Minerals R&D programs.  He is also the Canadian Co-Chair of the Research and Innovation Sub-Working Group under the Canada/US Joint Action Plan on critical minerals.

Bryan has a diverse environmental background in mining.  For the first half of his career, his focus has been on the reclamation of mine tailings, particularly related to the use of biosolids for the reclamation of mine tailings and growth of bioenergy crops – a sustainable tailings reclamation approachHe also developed and delivered multi-million-dollar environmental capacity-building projects to regulatory and environmental agencies in the mining sectors of Zambia, Guyana and Brazil. 

He has BSc and MSc degrees in Biology from Laurentian University in Sudbury, Ontario, Canada.

Cleve Davis

Dr. Cleve Davis, a member of the Shoshone-Bannock Tribes from the Fort Hall Indian Reservation, holds a PhD in Environmental Science from the University of Idaho and brings a wealth of experience in geospatial analysis, environmental science, and Tribal Treaty rights. 

As a Data Scientist at Idaho National Laboratory, former Environmental Coordinator for the Shoshone-Bannock Tribes, and former small business owner, Dr. Davis has led projects ranging from software development to NEPA documents. Dr. Davis combines his technical expertise with a deep understanding of tribal sovereignty and environmental justice, making him uniquely positioned to contribute to discussions on advancing research and development within Indian Country. Through his work, he aims to bridge traditional knowledge with scientific innovation to support sustainable and culturally informed growth. In his free time, Dr. Davis enjoys horseback riding, camping with his family in remote, peaceful locations, and listening to audiobooks.

    Richard Luarkie

    Dr. Richard Luarkie is a visionary leader with an impressive track record spanning over two decades in economic and business development leadership roles in Indian Country.

    Drawing from his diverse tribal, public, and private sector experience in business development, strategy, and economic advancement, Dr. Luarkie has honed his skills as a dynamic entrepreneur, a recognized tribal leader, and strategic thinker. His experience as a competitor analyst and business development executive has provided him the tools to be creative and impactful with business capture strategy, business development, tech transfer and commercialization approaches, and business diversification.

    Beyond his professional endeavors, Dr. Luarkie has embraced public leadership roles in his home tribe which is evidenced by his service as a two-term Governor for the Pueblo of Laguna. In addition, his invaluable contributions to numerous local and national boards and committees, including his position on the Board of Trustees for the Smithsonian’s National Museum of the American Indian, attest to his unwavering dedication to fostering cultural understanding and inclusivity.

      Tae-Yoon Kim is Head of Energy Minerals Analysis Unit at the International Energy Agency (IEA). Working in the Office of the Chief Energy Economist, he leads IEA’s analysis and modelling on critical minerals, and was a lead author of the IEA’s reports on critical minerals, including the latest Global Critical Minerals Outlook 2024. He is also a main contributor to the IEA’s flagship publications such as the World Energy Outlook and World Energy Investment. Prior to joining the IEA, he worked as a senior manager at Accenture’s energy strategy practice and as an infrastructure finance specialist at the World Bank.
