Joshua D. Rhodes, Ph.D. is a Research Scientist at The University of Texas at Austin, a non-Resident Fellow at Columbia University, and a Founding partner and the CTO of IdeaSmiths LLC. His current work is in the area of smart grid and the bulk electricity system, including spatial system-level applications and impacts of energy efficiency, resource planning, distributed generation, and storage. Mary Louise Vitelli is an attorney born and raised in Milford, Connecticut. For more than 30 years, she has provided legal advisory with emphasis on countries in economic transition to prepare mining and energy strategy, policy and legislation. She has worked with governments and key stakeholders to restructure mining and energy operations for improved quality of life for citizens, transparency of investments and environmental and social protection. Ms. Vitelli serves as “independent broker” for various contract negotiations including cross-border, multi-country sales and purchase. This includes improved governance of critical minerals and rare earth elements through strengthened institutional arrangements, clear licensing and contract processes, predictable regulation and practical enforcement mechanisms. Gitane De Silva is a public policy leader with experience at the provincial, national and international levels with expertise in the areas of energy and environment, intergovernmental relations and Canada-U.S. relations.

Gitane was CEO of the Canada Energy Regulator from 2020 to 2023, Canada’s national energy regulator responsible for regulating interprovincial and international pipelines and powerlines to ensure the safe and efficient delivery of energy to Canada and the world, while also protecting the environment, advancing Reconciliation, and providing relevant and timely energy information and analysis.

From 2016 to 2019, she served as Alberta’s Senior Representative to the United States based out of the Canadian Embassy in Washington, D.C. working to enhance bilateral trade and cooperation. Gitane was Alberta’s Deputy Minister for International and Intergovernmental Relations from 2013 to 2019.

Before joining the Alberta Public Service, Gitane spent 12 years in Canada’s Foreign Service as a specialist in Canada-U.S. relations, serving in a variety of roles, including as Consul General of Canada in Chicago. Gitane also served as Deputy Head of Agency at Status of Women Canada and Director General, APEC Women and the Economy Summit where she worked on women in leadership and women’s economic empowerment.

Gitane holds a BA in International Relations from the University of British Columbia and her ICD.D designation. She is a 2013 recipient of The International Alliance for Women (TIAW) World of Difference Award.

Ryan Flynn is President of Pacific Power, an electric utility serving over 800,000 customers in California, Oregon and Washington. In his role, Ryan is responsible for regional strategy and engagement, and leads customer and community affairs, government affairs and the legal department.

Ryan joined PacifiCorp in 2006, holding various positions in the legal department before leaving in 2015 to pursue a family opportunity in Amsterdam, The Netherlands. He returned to the company in 2018, where he served as senior vice president and chief legal officer for Pacific Power and was responsible for the legal, communications and government affairs teams.

Ryan is a native of Corvallis, Oregon and received his bachelor’s degree from Willamette University and his law degree from George Washington University. He previously worked as a Congressional staffer, and a lawyer for Troutman Pepper in Washington, D.C. and Davis Wright Tremaine in Seattle, Washington. He is a longtime board member at the Dougy Center, which provides support to grieving children and teens, and he serves on the executive committee of the Portland Metro Chamber. He is a former board member of OMSI, the Oregon Museum of Science and Industry. Ryan and his family live in Lake Oswego, Oregon.
