Hwikwon Ham was appointed to the Public Utilities Commission by Governor Walz, on January 3, 2024. Commissioner Ham has spent 20+ years in state government working on energy issues. Most recently, he was the supervisor for the regional energy program within the Commission. Prior to his tenure with the PUC, he was an energy rates analyst with the Minnesota Department of Commerce.  

His expertise lies in ensuring grid reliability, fostering efficient energy markets, guiding transmission planning, and advocating for equitable transmission cost allocation. Commissioner Ham has defended Minnesota interests within the complex landscape of federally regulated Regional Transmission Organizations and engaged in the MISO stakeholder process. He has served as a staff member of the Organization of MISO States and led the Market Work Group.  

Commissioner Ham is married and has two adult children. He earned an M.A. in economics from the University of Minnesota, and a B.A. from the University of Illinois Urbana-Champaign.

Tricia Pridemore was elected to the Georgia Public Service Commission in 2018.

Pridemore serves on many boards in the energy industry, and works on constructive solutions to our nation’s electric transmission, pipeline safety and energy transition issues:

  • 1st Vice President, National Association of Regulatory Utility Commissioners (NARUC). She will serve as President of NARUC in 2024.

As a former FERC Commissioner, a Chairman and Commissioner of the North Dakota Public Service Commission, a former President of the National Association of Regulatory Utilities Commissioners, the Labor Commissioner of North Dakota, and a member of the North Dakota House of Representatives, Tony is a nationally recognized thought leader in energy policy who draws on years of government service to provide clients with analysis and strategic advice on a variety regulatory and public policy matters affecting their businesses. His tenure on the North Dakota Commission coincided with the state’s historic emergence as a leader in energy production. He primarily works with clients in the energy and telecommunications industries, speaking frequently before groups regarding the state of the utility industry and the public policies that impact it. He has also testified multiple times before Committees of the U.S. Senate, the U.S. House, state legislators and regulatory commissioners.

Marc Reitter is president and chief operating officer of AEP Ohio.

He is responsible for all aspects of electric service for AEP Ohio's 1.5 million customers. He leads more than 1,500 employees with a focus on providing electric service, building a smarter energy infrastructure and delivering new technologies and custom energy solutions to customers.

Since joining AEP in 2002, Reitter has held leadership positions in AEP's Finance organization, Strategic Initiatives group, and in Utility Group Business Services, assisting in business development opportunities. Most recently he was vice president, Regulatory and Finance for AEP Ohio, a position he assumed in May 2016.

Reitter earned a bachelor's degree in finance from Arizona State University and a master's of business administration from the Fisher College of Business at The Ohio State University. An Ohio native, Reitter serves as board chair for Goodwill Columbus and also serves on the boards of the Foundation for Appalachian Ohio, One Columbus, Smart Columbus, Ohio Chamber of Commerce and Nationwide Children's Hospital Championship.

Javier Fernandez has served as President and Chief Executive Officer of OPPD since 2021. He joined the utility in 2017 as Vice President and Chief Financial Officer.

Fernandez came to OPPD from the Bonneville Power Administration (BPA), U.S. Department of Energy, in Portland, Oregon. He had been with the federal power marketing organization since 2012, most recently serving as executive vice president and chief financial officer. He previously served as senior vice president of Fixed Income Capital Markets for D.A. Davidson & Company and vice president of Public France for Seattle Northwest Securities Corporation.

He holds a bachelor’s degree in economics from Instituto Tecnológico Autónomo de México (ITAM) in Mexico City, a master’s degree in business administration from Yale University, and a Utility Management Certificate from the University of Idaho.

He currently serves as Board Chair of the Federal Reserve Bank of Kansas City, Omaha Branch, vice-chair of the Large Public Power Council, Board Chair of Habitat for Humanity Omaha, and is a board member for Ameritas, Bellevue University, the Greater Omaha Chamber of Commerce, and the Aksarben Foundation.

Tom Falcone is the President-Elect of the Large Public Power Council (LPPC), an association of 29 of the largest not-for-profit public power systems in the United States. Together, LPPC members provide electricity to over 30 million customers in 22 states and Puerto Rico.

Prior to joining LPPC, Tom was the chief executive and chief financial officer of the Long Island Power Authority (LIPA), the nation’s third-largest public power utility. During his decade-long tenure, LIPA increased grid investment by 300% to over $6.4 billion, reduced outages by 40%, achieved top-tier reliability, and launched the nation’s first utility-scale offshore wind farm. Additionally, LIPA was able to secure approval for $3.3 billion in transmission investments to integrate 3,000 megawatts of clean energy, implemented smart meters and opt-out time-of-day rates, obtained four credit-rating upgrades, and reduced leverage by 25%—all while keeping electric rate adjustments below the rate of inflation.

LIPA’s accomplishments were recognized by the American Public Power Association (APPA) with two national achievement awards – the E.F. Scattergood Award for sustained achievement and the Sue Kelly Award for Community Service.

Tom is the past chair of the LPPC and also served on the boards of the APPA, the Association of Edison Illuminating Companies, and the Advanced Energy Research and Technology Center at Stony Brook University.

Before joining LIPA, Tom was an investment banker and advisor to publicly owned utilities and state and local governments. In that role, Tom raised more than $25 billion for infrastructure investments across the country. Tom received a Bachelor of Science in Economics from the Wharton School of the University of Pennsylvania.

Carlos A. Romero is Principal, Solution Engineering at Energy Exemplar. He is responsible for product and solution positioning, business development and overall growth strategy for the PLEXOS and AURORA product lines of Energy Exemplar. He has over 20 years of experience in the design and implementation of regulatory framework, market analysis and forecast, business strategies and solutions for generation management, smart grid commercial operations, portfolio optimization, hydro-thermal scheduling, bidding strategies and asset-centric trading operations. Carlos earned his B.Sc. in Electrical Engineering from La Salle University and his M.A. in Financial Administration from Business Administration School. He has worked with many customers around the world implementing software and consulting solutions, and reengineering business workflows to enhance profitability on Utility operations within the Smart Grid framework and GenCo operations. He has directed and lectured in numerous seminars and conferences focused on the planning, operation, structure and development of various aspects related to competitive and deregulated energy markets worldwide.

Dr. Joseph DeCarolis was confirmed Administrator of the U.S. Energy Information Administration (EIA) on March 31, 2022.

Dr. DeCarolis provides leadership, planning, and direction to fulfill the agency’s role as the nation’s premier source of independent, impartial energy information. To accomplish this, he oversees a wide range of statistical, analytical, and dissemination activities that enable the mission. He also serves as a primary spokesperson for the agency, representing EIA in key government and industry forums.

Before his appointment as EIA Administrator, Dr. DeCarolis served as a professor in the Department of Civil, Construction, and Environmental Engineering at North Carolina State University (NC State). He also previously worked as an environmental scientist in the U.S. Environmental Protection Agency’s Office of Research and Development, where he engaged in energy systems modeling to quantify the air pollution impacts from future energy system development.

His career and publications have centered on addressing energy and environmental challenges as they relate to engineering, economics, and public policy. His core research involves developing and applying energy system models to examine energy futures under uncertainty. The modeling work has focused on maximizing transparency, partly through open source code and data and partly on developing a toolkit to rigorously assess future uncertainty. He has also engaged in collaborative research focused on conducting techno-economic assessments of various energy technologies, integrating building energy simulation into the architectural design process, and applying life cycle assessment to solid waste management.

His distinguished honors and awards include the NC State Outstanding Teaching Award, NC State Alcoa Foundation Engineering Research Achievement Award, the American Society for Engineering Education Outstanding New Teacher Award (Southeastern Section), and the National Science Foundation CAREER Award. He was also named a University Faculty Scholar at NC State.

Dr. DeCarolis received a PhD in Engineering and Public Policy from Carnegie Mellon University, and he holds a BS in Physics and Environmental Science and Policy from Clark University in Worcester, Massachusetts.
