Paula R. Glover is the President of the Alliance to Save Energy, a bipartisan, nonprofit coalition of business, government, environmental, and academic leaders advocating to advance federal energy efficiency policy. As the seventh president in the organization's 45-year history and a long-time member of the Board of Directors, Ms. Glover provides over 25 years of industry expertise and leadership.

Under Ms. Glover’s leadership, the Alliance to Save Energy has played an instrumental role in advancing sweeping energy policies such as the Infrastructure Investment and Jobs Act as well as the Inflation Reduction Act. Additionally, the Alliance has secured billions of dollars in federal funding for energy efficiency programs, amplified its work on energy justice, and worked to advance the next generation of technologies with the Active Efficiency Collaborative. She has also led a significant advocacy push for wide-reaching energy efficiency policies through the Alliance’s Energy 2040 Initiative. Ms. Glover’s deep expertise and leadership has been instrumental in driving policy initiatives, promoting energy efficiency technologies, and fostering partnerships between government, industry, and academia.

Ms. Glover has also long been a champion for leading efforts on diversity, equity, and inclusion. Prior to her time at The Alliance, she served as President and CEO of the American Association of Blacks in Energy, a non-profit professional association whose focus is to ensure that African Americans and other minorities have input into the discussions and development of energy policy, regulations, and environmental issues.

In addition, Ms. Glover has 15 years of experience in the energy industry, working on both electric and natural gas distribution. During that time, she built a stellar reputation working with state legislators and regulators -- commanding a clear understanding of the consumer and community sides of the business enterprise.

Ms. Glover serves on the Board of Directors for Talos Energy where she serves as chair of the Safety, Sustainability and Corporate Responsibility Committee. She also serves on the board of the Keystone Policy Center, Clean Energy Works, and Resources for the Future.  She has served on the National Petroleum Council since 2014 and is also a Trustee for Cardigan Mountain School, a junior boarding school in Canaan, NH.

Ms Glover is the recipient of numerous awards and received her B.S. in Marketing Management from the University of Delaware.

Debra Phillips is the president and CEO of the National Electrical Manufacturers Association (NEMA), founded in 1926 to represent the electrical and medical imaging industry. NEMA’s 350 members manufacture products used in the generation, transmission, distribution, control, and end use of electricity. These products are used in utility, industrial, commercial, institutional, and residential applications and play a central role in electrification, digitalization, connectivity and the mitigation of climate change.

In her prior role as senior vice president at the American Petroleum Institute, Ms. Phillips led a team of more than 120 engineering, safety and global policy professionals in Washington D.C., Houston, Beijing, Dubai, Singapore and Rio de Janeiro responsible for standards-setting, certification, training, events, membership, publications and safety programs for onshore, offshore, pipeline and refinery operations. Ms. Phillips oversaw the oil and gas industry’s standards development and suite of programs that not only enable the industry to manufacture, deliver and innovate high-performing products globally, but brought a record of more than $120MM in revenues to the association.

Prior to joining API, Phillips served on the leadership team at the American Chemistry Council for nearly two decades. Phillips managed the chemical industry’s Responsible Care® initiative—the global environmental, health, safety, and security performance program operated in more than 60 countries worldwide. In recent years, she was the catalyst behind the chemical industry’s sustainability strategy, developed through her leadership of a CEO Taskforce established in 2016. She also initiated ACC’s value chain outreach initiative in 2013, leading to strategic relationships with members of the chemicals value chain to advance science and sustainability-based decision-making surrounding chemical selection and use in retail, building and construction and other consumer product applications.

Phillips previously worked as an environment, health, and safety professional in both the chemical and pulp and paper industries. She holds a master’s degree in environmental toxicology from Duke University and an undergraduate degree in biology from Albright College.

Alex Herrgott is the President and CEO of the Permitting Institute, which serves as a central resource and leading advocate for accelerating investment in rebuilding, expanding and modernizing America's aging infrastructure, while preserving its environmental, cultural, and historic resources. Mr. Herrgott previously served as Executive Director of the Federal Permitting Improvement Steering Council from 2018 to 2021, and before that as the Associate Director for Infrastructure for the Council on Environmental Quality (CEQ) at the White House.
