Jennifer Kramb supports the DOE Office of Congressional and Intergovernmental Affairs in serving as a liaison with state, local, and Tribal government officials as well as other Federal agencies and stakeholder groups. She joined DOE in 2016 as an Energy Technology Program Specialist in the Energy Efficiency and Renewable Energy office.  Ms. Kramb was previously Vice President of Operations at the Institute for Sustainable Infrastructure. She has a M.A. in Natural Resources and Sustainable Development from the UN University for Peace, a M.A. in International Affairs from American University, and a B.S. in Mining Engineering from the Colorado School of Mines. She is also an Army veteran.

Albert (Brandt) Petrasek serves as Senior Policy Advisor for the U.S. Department of Energy (DOE) Office of Indian Energy Policy and Programs.

Mr. Petrasek began his career at DOE serving in the Secretary’s Office of Community Outreach prior to his transition to the newly established Office of Environmental Management where he ultimately served as the Director of Tribal Affairs building tribal capacity and programs for tribal nations around the nation’s former nuclear weapons sites. He facilitated intergovernmental engagement with tribal, state, and local communities and promoted meaningful involvement of tribes, states, and communities in DOE decision making.    

During his career, Mr. Petrasek has been called upon to serve in other capacities including supporting the Office of Spent Nuclear Fuel and served in lead roles supporting delegations to Korea and Indonesia as part of non-proliferation negotiations resulting in the safe return of foreign research reactor material from those countries to the United States. He was also tapped to support DOE and State Department efforts related to the 50th Anniversary NATO Summit in Washington, D.C. where he oversaw the recruitment and engagement of delegation teams for NATO countries as part of the Summit.

Prior to joining DOE, Mr. Petrasek held positions at the U.S. Department of Justice and the U.S. Senate Committee on Aging as a health law fellow and held clerkships at the U.S. Tax Court. Mr. Petrasek holds degrees from the University of Virginia and the Columbus School of Law at Catholic University.

John D. Wilson specializes in planning, rate, and other utility regulation issues, with a focus on matters related to decarbonization of the electric system. His evaluation and problem-solving skills have been demonstrated in the review of proposed electric generation and transmission portfolios, retrospective review of generation and utility software procurement decisions, program design for energy efficiency and electric vehicle infrastructure programs, allocation of costs of service between rate classes and jurisdictions, design of retail rates, and performance-based ratemaking for electric utilities.

With 16 years of experience on utility regulation, John understands and elevates the perspective of clients including consumer advocates (residential, low-income, and small business), commission staff, clean energy trade associations, and environmental advocacy organizations. He also brings career experience that spans a range of environmental and transportation issues, working at the local, state and federal levels – in the government, private and non-profit sectors.

John has testified on electric and gas utility regulatory issues in over 50 proceedings in 9 US states and 1 Canadian province, as well as advising clients in several other US states. Prior to joining Grid Strategies, his work experience includes working as a consultant at Resource Insight, deputy director for regulatory policy at the Southern Alliance for Clean Energy, and senior legislative analyst in the Florida Legislature.

Prior to joining Ulupono Initiative, Murray served as deputy chief investment officer of SDS Management LLC in Connecticut. He has more than 15 years of experience in managing hedge fund and private equity portfolios, and he has led due diligence, negotiated and structured direct investments in many industries including energy, natural resources, and biotechnology. 

Prior to his finance career, he served as an intelligence officer for U.S. Air Force special operations forces for five years. A graduate of the U.S. Air Force Academy, Murray holds a Bachelor of Science in International Affairs, with a minor in Japanese. He earned his Master of Business Administration with High Honors from the University of Chicago Booth School of Business.
