USEA Unveils Six-Point Agenda for U.S.-Ukraine Energy Partnership

WASHINGTON, D.C. –The United States Energy Association (USEA) released a new policy brief outlining how the United States can partner with Ukraine to rebuild a secure, modern, and resilient energy system while advancing U.S. economic and strategic interests. The plan, “From Crisis to Energy Security: A Six Point Agenda for Ukrainian/American Partnership,” emphasizes distributed power solutions, U.S. LNG deployment, advanced grid technologies, and American cyber defense tools.

“Thepolicy brief, a key component of USEA's forward-looking Energy Security and Prosperity for America and its Allies (ESP2A) initiative, emphasizes that Russian strikes have devastated Ukraine's centralized energy infrastructure, revealing the fragility of such systems in active conflict zones,” said USEA President & CEO Mark Menezes. “A modern, decentralized, and digitally secure grid is now a frontline requirement – and the United States is uniquely positioned to deliver the technologies and expertise needed.”

The ESP2A agenda outlines key actions for U.S.-Ukraine partnership: first, it proposes to expand U.S. LNG supply and deploy U.S. turbines, batteries, and distributed generation (DG) to deliver flexible power to critical zones and ensure energy security; next, it calls for embedding Grid-Enhancing Technologies (GETs) to modernize infrastructure, strengthening regional interconnections for reliable power trade, enabling U.S. firms to trade freely with Europe by aligning market protocols, and reinforcing cybersecurity and operational resilience to protect digital systems.

The brief builds on USEA’s 30-year partnership with Ukraine, including its leading role in preparing Ukraine’s power system for synchronization with the European grid (ENTSO-E) – work that accelerated full integration by at least one year.
