Biography: 

Mary Louise Vitelli is an attorney born and raised in Milford, Connecticut. For more than 30 years, she has provided legal advisory with emphasis on countries in economic transition to prepare mining and energy strategy, policy and legislation. She has worked with governments and key stakeholders to restructure mining and energy operations for improved quality of life for citizens, transparency of investments and environmental and social protection. Ms. Vitelli serves as “independent broker” for various contract negotiations including cross-border, multi-country sales and purchase. Her current work targets the linkages between mining and energy as part of the global “energy transition”. This includes improved governance of critical minerals and rare earth elements through strengthened institutional arrangements, clear licensing and contract processes, predictable regulation and practical enforcement mechanisms. Ms. Vitelli is a member of the New York Bar and Connecticut Bar; she has resided throughout the world including Central America, Russia, Afghanistan, and Pakistan; she has conducted long-term assignments throughout Africa, Central and South Asia and the Middle East; her most recent work includes Burundi, Mongolia, Nigeria, Pakistan and Sierra Leone.
