Dr. Andrew Lyon is a principal in the National Economics and Statistics (NES) group of PricewaterhouseCoopers LLP (PwC). Dr. Lyon directs the NES Legislative & Regulatory Economics practice, which specializes in analyzing the revenue and economic impacts of legislative and regulatory proposals. He provides economic and tax analysis in a number of areas, including corporate tax reform, economic impact analysis, and energy and natural resource issues.

Prior to joining PwC, Dr. Lyon served as deputy assistant secretary for tax analysis with the Department of Treasury. As deputy assistant secretary, he was responsible for providing economic advice and analysis on all aspects of Federal taxation. Dr. Lyon has also served on the staff of the President's Council of Economic Advisers and the staff of the Joint Committee on Taxation.  In addition to his prior government service, Dr. Lyon was a member of the faculty of the University of Maryland economics department.

Dr. Lyon has written numerous articles covering a wide range of economic issues, including analysis of tax reform.

Dr. Lyon received an A.B., with distinction and Phi Beta Kappa, from Stanford University, and earned his Ph. D. in economics from Princeton University. He was a co-winner of the National Tax Association dissertation award. He has been a faculty research fellow at the National Bureau of Economic Research and was a visiting fellow at the Brookings Institution.

Frank Katulak is President & Chief Operating Officer for Distrigas of Massachusetts, LLC.  He is responsible for the overall management of the Everett LNG Terminal and the Neptune Deepwater Port.   He has more than 30 years in the natural gas industry, including extensive LNG operational experience.

Frank represents GDF SUEZ on LNG Technical Committees at GIIGNL, the international gas importers group, and CLNG, a US LNG industry association. He is also a member of the NFPA 59A Committee. 

Frank has a Bachelor of Engineering Degree in Chemical Engineering from The Cooper Union, a JD from Brooklyn Law School, and is admitted to practice in New York State.

Jim Ellis has more than 30 years’ experience in the public sector, including seven years with the Government of Alberta.

Mr. Ellis joined the Alberta Public Service in 2006 as the Executive Director of the Alberta Environment Support and Emergency Response Team (ASERT). In 2007, he was appointed Assistant Deputy Minister responsible for environmental regulatory affairs in Alberta.

Mr. Ellis was appointed Deputy Minister of Environment in 2008 and held that position until 2011 when he was named Deputy Minister of Energy. During his tenure with the Department of Environment, he led the development of numerous major environmental policy initiatives including the environmental frameworks for the Oil Sands Region within the Lower Athabasca Regional Plan; numerous climate change initiatives; and improvements to the environmental regulatory process for the oil and gas sector.

As the Deputy Minister of Energy, Mr. Ellis led the development and implementation of the Oil Market Diversification Strategy, was the lead provincial official for the Canadian Energy Strategy and oversaw implementation of the Regulatory Enhancement Project.

Mr. Ellis has been the president of the Alberta Water Council, chairman of the Alberta Petroleum Marketing Commission, and chair of the Steering Committee of the Regulatory Framework Assessment for Carbon Capture and Storage.

Prior to joining the Alberta Government, Mr. Ellis served 23 years as an officer in the Canadian Army, retiring as a Colonel in 2006. He commanded at various levels including Commanding Officer of the Lord Strathcona’s Horse (Royal Canadians), Canada’s tank regiment. He served in Germany with the British army, and commanded during the war in Bosnia in 1994 and 1997. Mr. Ellis also commanded in Canadian-based operations including the Winnipeg floods in 1997, the Pine Lake tornado in 2000, the G8 Summit in Kananaskis in 2002, and the Kelowna fires in 2003. His final overseas mission was as the Senior Commander for Canada’s mission to Afghanistan in 2004/05.

Mr. Ellis is a graduate of Carleton University, with a Bachelor of Arts degree in law and political science.

Gerry Protti has more than 35 years’ experience in the energy industry, including 15 years as an executive officer of EnCana Corporation and one of its predecessor companies PanCanadian.

Mr. Protti’s corporate experience includes marketing, operations, new ventures and corporate relations. He was the founding president of the Canadian Association of Petroleum Producers (CAPP) and was executive director of the Independent Petroleum Association of Canada. His extensive experience includes roles as assistant deputy minister with the Government of Alberta’s Energy Department and senior positions with the Alberta Treasury Department and the Canadian Energy Research Institute.

He has also served as chairman of a number of Boards including the Canadian Association of Petroleum Producers, the Canadian Chamber of Commerce, Public Policy Forum and STARS Foundation. He has served on the Boards of the Alberta Economic Development Authority, Alberta Innovates – Technology Futures, Calgary Economic Development, Calgary Opera, the Canadian Institute for Advanced Research, SAIT Polytechnic and the University of Alberta.

Gerry received a Bachelor of Arts, Honours (Economics) from the University of Alberta in 1974, and a Master of Arts (Economics) from the University of Western Ontario in 1975. Mr. Lamp is COO and Executive Vice President of HollyFrontier Corporation. In 2011, Holly and Frontier completed a merger of equals and changed name to HollyFrontier Corporation. Mr. Lamp joined Holly in January, 2004 as Vice President, Refinery Operations and was responsible for all aspects of the Company’s refining operations. In November, 2005 Mr. Lamp was named Executive Vice President, Refining and Marketing adding the additional responsibilities of the Company’s crude, light products marketing, and asphalt businesses. Mr. Lamp was then named President of Holly in November, 2007.

Mr. Lamp has more than 29 years of technical, commercial, and operational experience in the refining and chemical industry. Prior to joining Holly, Mr. Lamp was the Vice President and General Manager of El Paso Energy’s Aruba refining complex. Earlier in his career he served as Director of Operations for KOSA, a polyester production joint venture between Koch Industries and Saba, where he oversaw KOSA’s 15 chemical and fiber plants in the U.S., Canada, Mexico and Europe. Prior to joining KOSA, Mr. Lamp had a long and distinguished career with Koch Industries, spanning more than 20 years. Mr. Lamp rose through various positions of increasing authority, ultimately becoming Executive Vice President-Refining and Chemical Operations where he had responsibility for all operating aspects of Koch’s 500,000 barrels-per-day of crude refining capacity and all of Koch’s chemical plants. Mr. Lamp obtained a Bachelor of Science degree in Chemical Engineering from Michigan State University.

Gregory M. Vesey is Vice President of Gas Supply and Trading for Chevron, with responsibility for marketing natural gas to wholesale and large end-use customers throughout North America and contributing to the growth of Chevron’s European gas business. His division is also responsible for providing competitive and reliable supply and transportation services to company refineries, cogeneration plants, chemical plants and enhanced oil recovery operations. CNG is based in Houston with offices in Calgary and London.

In 2006 Vesey was named President of Chevron Global Power Company, which manages Chevron's portfolio of commercial power plants and projects in the U.S., Asia, Middle East and Europe and identifies new growth opportunities for power worldwide. Prior to that assignment, he served as President of Chevron Technology Ventures for five years, responsible for creating a portfolio of new opportunities in Chevron's business activities in hydrogen, emerging energy and nanotechnology and Chevron's venture capital investing.

Vesey has been a member of the Chevron Management Committee since 2001 and is a member of Chevron’s Gas and Midstream Leadership Team. He also is Chairman of the Natural Gas Supply Association. In addition, he is Chairman of the Board of Directors for Junior Achievement of Southeast Texas and is a Board member of the Alley Theatre.

A native of Amityville, New York, he graduated from Northwestern State University in 1980 with a bachelor's degree in business.

Joseph Desmond is Senior Vice President of Marketing and Government Affairs for BrightSource Energy.  Desmond brings almost three decades of private and public energy sector experience to his role at BrightSource Energy, where he oversees communications, marketing, and government and regulatory affairs.  Prior to joining BrightSource Energy, Desmond served as Executive Vice President and Chief Marketing & Business Development Officer at Ice Energy, Inc. and Senior Vice President of External Affairs at NorthernStar Natural Gas.  Desmond served numerous executive roles under California Governor Arnold Schwarzenegger including Deputy Secretary of Energy for the State Resources Agency, Chairman of the California Energy Commission and Undersecretary for Energy Affairs.  Prior to public service, Desmond spent four years as President and Chief Executive Officer of Infotility, Inc.  Previously, he served as President and Chief Executive Officer of Electronic Lighting, Inc., and Vice President of Parke Industries.  He serves on the Board of Directors of the American Council On Renewable Energy (ACORE), and on the Board of Directors for the California Foundation on the Environment and the Economy (CFEE).  In addition, he also serves on the Advisory Council of Stanford University’s Precourt Energy Efficiency Center.  Desmond earned a B.S. in marketing, finance and management from Northeastern University where he graduated magna cum laude.

Mark W. Shuster is Shell’s Executive Vice President Exploration, Upstream Americas.

Mark is responsible for Shell’s conventional exploration and appraisal in the Americas comprising Shell-operated and non-operated ventures in offshore Canada, Gulf of Mexico (USA), Colombia, Guyana, French Guiana and Brazil.  He received his Bachelor of Science degree in Geology from the University of the Pacific and his PhD in Geology from the University of Wyoming.

Mark has worked in Research, Exploration, Appraisal and New Ventures in technical and leadership roles.  Prior to his current Executive Vice President role, Mark was the Vice President of Exploration for Shell in the Middle East/North Africa.  He is a Trustee Associate with American Association of Petroleum Geologists.  Mark is a recipient of the 1998 Australia Petroleum Production and Exploration Association Best Paper award.

Fred Palmer is Senior Vice President of Government Relations.  He joined Peabody in February 2001. The Government Relations department is responsible for advancing government policies in the United States and worldwide to unlock the potential for coal as the world’s future fuel. Prior to joining Peabody Energy, he served for five years as General Counsel and 15 years as Chief Executive Officer of Western Fuels Association, Inc. 

Fred began his career in 1969 in Washington, D.C., on the staff of Arizona Congressman Morris K. Udall where he served for two years. He was a partner in Duncan, Brown, Weinberg & Palmer, a Washington, D.C.-based law firm, for eight years where he specialized in utility, environmental, and resource law.

He is the 2004 recipient of the Erskine Ramsay Medal Award from the Society for Mining, Metallurgy and Exploration. He is a member of the National Coal Council, Executive Committee, and Chairman, Coal Policy Committee. He is Peabody Energy's representative on the Board of Directors of the World Coal Association and past Chairman. He also represents Peabody on the Board of the FutureGen Alliance. Additionally, he is a member of the California and D.C. Bar Associations.

Fred attended the University of Arizona, where he earned a Bachelor of Arts degree in 1966 and Juris Doctorate with honors in 1969. There he was inducted into the Order of the Coif honor society in 1969 and served as Symposium Editor of the Arizona Law Review.

Mark Marano brings more than 20 years of nuclear industry experience to his position as president, Americas.

Prior to his arrival at Westinghouse, Mr. Marano was the senior vice president of Business Development for Areva NP in Charlotte, North Carolina (USA). Prior to this position, he was senior vice president, New Plants. Before his positions at Areva, Mr. Marano held executive leadership roles at Burns and Roe Enterprises Inc and GE Hitachi.

From 2005 through 2006 Mr. Marano was vice president of financial planning for American Electric Power (AEP), and from 2001 to 2005, Mr. Marano served as president and chief executive officer of Numanco LLC, an American Electric Power subsidiary. In this role he was responsible for making the company profitable over a span of three years after losses in excess of $20 million. Concurrently, he served as vice president of Generation Business Services, where he was responsible for management and oversight of all business services in support of AEP’s generation fleet of 82 plants in 11 states, inclusive of nuclear, coal, gas, and hydro.

Prior to his roles at AEP, Marano spent ten years in successive levels of management positions at several utilities where he played a key role in plant turnarounds. This included Florida Power and Light, Carolina Power and Light, Public Services Electric and Gas, and Florida Power Corporation.

Prior to his commercial nuclear experience, Mr. Marano worked for Grumman Aerospace and the defense industry from 1984-1989.

Mr. Marano graduated from Oswego State University in 1984 with a Bachelor of Science in Business Administration.
