Paul Holtberg is Team Leader of the EIA Analysis Integration Team in the Office of Energy Analysis and is responsible for directing the production of EIA’s Annual Energy Outlook, International Energy Outlook, and Short Term Energy Outlook, as well as directing the model integration functions of the Office of Energy Analysis.  He joined EIA in July of 2002.  Previously, Paul was a Senior Policy Analyst with RAND Corporation in Arlington, Virginia and spent almost 20 years with the Gas Research Institute.  Paul received his B.A. in economics from the State University of New York at Binghamton in 1976, his M.A. in economics from Rutgers University in 1979, and his M.B.A. in finance from George Washington University in 1990.

The Annual Energy Outlook 2015, prepared by the U.S. Energy Information Administration, presents long-term annual projections of energy supply, demand, and prices through 2040. The projections, focused on U.S. energy markets, are based on results from EIA’s National Energy Modeling System. NEMS enables EIA to make projections under alternative, internally-consistent sets of assumptions, the results of which are presented as cases.

Stephen G. Burns

The Honorable Stephen G. Burns was sworn in as a Commissioner of the U.S. Nuclear Regulatory Commission November 5, 2014, to a term ending June 30, 2019.  President Obama designated Mr. Burns as the 16th Chairman of the NRC effective January 1, 2015.

Chairman Burns has had a distinguished career within the NRC and internationally.  Immediately prior to rejoining the NRC, Chairman Burns was the Head of Legal Affairs of the Nuclear Energy Agency of the Organisation for Economic Co-operation and Development in Paris from 2012 to 2014. 

Prior to assuming his post at the NEA, Chairman Burns was a career employee at the NRC from 1978 to 2012.  Chairman Burns served in a variety of challenging roles during his 33 year NRC career, including being appointed as the NRC’s General Counsel from May 2009 until April 2012, and as the Deputy General Counsel from 1998.  Also of note, Chairman Burns was the Executive Assistant to former NRC Chairman Kenneth M. Carr, and the Director of the Office of Commission Appellate Adjudication. Chairman Burns received the NRC’s Distinguished Service Award in 2001 and the Presidential Meritorious Executive Rank Award in 1998 and 2008.

 

Chairman Burns received his J.D. degree with honors in 1978 from the George Washington University in Washington, D.C. and his B.A. degree, magna cum laude, in 1975 from Colgate University in Hamilton, New York.

Profile

Dominguez leads the development and implementation of federal, state and regional governmental, regulatory and public policy strategies for Exelon Corporation, one of the nation's largest electric companies with approximately $24.9 billion in annual revenues.

Dominguez’s legal/engineering background and analytical approach to problem solving has and continues to play an important role in Exelon’s success. Dominguez has been selected as a featured speaker at numerous national and regional industry conferences on a broad range of energy matters.

 

Professional History

Dominguez joined Exelon in 2002 as Associate General Counsel, responsible for all litigation matters in the Mid-Atlantic region. In 2004, he was named General Counsel for PECO. In 2007, he was named Senior Vice President of State Regulatory and Government Affairs and General Counsel of Exelon Generation Company. His role expanded in 2009 to include Senior Vice President of Communications and in 2010, he was named Senior Vice President of Federal Regulatory Affairs & Public Policy for Exelon Corporation. In 2012, Dominguez became Senior Vice President, Governmental and Regulatory Affairs and Public Policy for Exelon Corporation.

Prior to joining Exelon, Dominguez was a partner in the law firm of White and Williams, L.L.P., with a broad-based litigation practice counseling large and small corporations, institutions and government entities. He is also a former assistant U.S. Attorney, Eastern District of Pennsylvania, where he spearheaded the investigation and prosecution of numerous crimes ranging from money laundering to murder-for-hire.

 

Civic Involvement

In October 2011, Dominguez co-founded the Association of Latino Energy and Environmental Professionals (LEEP), an organization focused on ensuring the Latino voice is heard in the energy and environmental industries. Dominguez also serves on several Boards of Directors/Councils, such as the Corporate Advisory Board for APM (a health, human services, community and economic development non-profit organization helping families in the Philadelphia metropolitan area) and the Corporate Advisory Council of Congreso de Latinos Unidos (a non-profit organization serving families in the Philadelphia metropolitan area). Dominguez has received several awards, including the Michael K. Smith Excellence in Service Award from the Pennsylvania Bar Association, the Adelante Award from APM and the 2012 Delaware Valley’s Most Influential Latinos Award from the Most Influential Latinos Foundation, Impacto and the Philadelphia Multicultural Affairs Congress (MAC) and 2013 Honoree of the Hispanic Bar Association of PA Legal Fund (HBALEF). www.exeloncorp.com

 

Education

 

Dominguez has an undergraduate degree, with honors, in mechanical engineering from the New Jersey Institute of Technology, which he attended on full scholarship. He is a graduate of Rutgers University School of Law (High Honors), where he was named a Ralph Johnson Bunche Scholar and a Dean’s Scholar.
