Zagreb, Croatia— The U.S. Energy Association, through a United States Agency for International Development (USAID) supported project, has structured a landmark agreement among 7 transmission system operators (TSOs) in 7 countries in Southeast Europe to work together on planning, expanding and potentially interconnecting natural gas pipeline infrastructure.

The countries will sign a Memorandum of Understanding on May 16 in Zagreb under which they agree to develop network planning models, share pipeline network data, equipment information and other technical details.

George Skoptsov is the President and CEO of H Quest Vanguard, Inc: Pittsburgh-based clean energy start-up commercializing Wave Liquefaction™: a novel technology enabling efficient conversion of coal without greenhouse gas emissions or fresh water consumption.  This groundbreaking technology promising to unlock the true value of coal, targeting clean and cost-effective production of transportation fuels, chemicals, and carbon materials, including synthetic graphite and carbon fiber.

Prior to starting H Quest Vanguard in 2014, Mr Skoptsov was engaged in executing and leading development of breakthrough technologies at the National Robotics Engineering Center for a variety of government and industrial clients.  Among the many projects are a natural gas pipeline inspection robot, recognized with a R&D100 award, and a non-GPS positioning and localization technology, developed to support autonomous mining operations. 

Mr Skoptsov earned a BS in Computer Science and MS in Electrical and Computer Engineering from Carnegie Mellon University. He is a principal inventor on three granted patents and has multiple pending applications.

The United States is endowed with extraordinary riches: our nation holds more than a quarter of the world's coal reserves. Regrettably, this wealth is severely undervalued. Although coal has catalyzed industrial development in the 19th and early 20th century as a ready source of energy, chemicals, and materials, over the past decades its crucial role has been forgotten, and the coal became essentially synonymous with production of low-cost electricity. The path to realization of coal's true value lies in the development of new technologies.

Komunalno Brcko, the distribution utility for the Brcko district in Bosnia & Herzegovina; Schweitzer Engineering Laboratories of Pullman, Washington and the United States Agency for International Development partnered to install automated distribution management equipment for two small villages in Brcko. The pilot was designed as a proof of concept for the entire region of Southeast Europe. The project resulted in a 51% reduction in the number of outages and a 58% reduction in the duration of outages during the first year.
