Mr. Hicks provides energy consulting service to the United States Energy Association (USEA) in support of their work with utilities around the world. Prior to his work with USEA he was Chief of Party (COP) for the Energy Policy Program (EPP) in Pakistan. EPP is a United States Agency for International Development (USAID) funded program to help reduce the energy shortfall in Pakistan. In his responsibilities as COP, Mr. Hicks directed the EPP team in executing projects in electric generation, transmission, natural gas supply and energy policy reforms in the government. Prior to his assignment in Pakistan, Mr. Hicks was President of Pike Energy Solutions where he was responsible for the engineering and construction of electric infrastructure associated with electric utilities, wind and solar farms, and other merchant power sources in the continental United States and Tanzania, Africa. In 2004, Mr. Hicks reported to Ambassador Bremer as Senior Advisor for Electricity as part of the Iraqi reconstruction project. From 2005 to 2007, Mr. Hicks intermittently provided electrical engineering consultancy services in Iraq to the United States government. From 1972 to 2003, Mr. Hicks was employed by Duke Energy, beginning as an electrical engineer and progressing through management until retiring as Senior Vice President of Transmission. Mr. Hicks received his bachelor’s degree in electrical engineering from Louisiana State University and is a registered Professional Engineer in North and South Carolina.

Scott Aaronson
Scott I. Aaronson is Vice President, Security and Preparedness for EEI.  Scott joined EEI in 2009 in the government relations department focusing on security and technology issues, and most recently served as executive director of security and business continuity. He leads the EEI teams focused on cyber and physical security, storm response and recovery, and associated regulatory policy.

In addition to his role at EEI, Scott also serves as the Secretary for the Electricity Subsector Coordinating Council (ESCC).  The ESCC serves as the primary liaison between senior government officials and industry leaders representing all segments of the electric power sector.  This partnership is held up as a model for how critical infrastructure sectors can work with government, yielding dramatic improvements in security and preparedness for the industry and the nation.

Prior to joining EEI, Scott was a senior adviser to Members of Congress serving the 12th Congressional District of California, including former House Foreign Affairs Committee Chairman Tom Lantos.  From 2001 to 2007, he served as an economic policy adviser to U.S. Senator Bill Nelson.

Scott received a Bachelor's Degree in journalism from the University of Colorado at Boulder for his undergraduate studies, and a Master's Degree from The George Washington University in political management.  He lives on Capitol Hill in Washington, DC with his wife, two daughters, a mutt, and a not-so-Great Dane.

Mr. Dresselhuys has over 25 years of leadership experience and is an accomplished technology and market development pioneer with a demonstrated background in growing both public and private companies. Rudy D. Garza is the President & CEO for CPS Energy, the nation’s largest municipally owned electric and natural gas utility. Rudy has more than 25 years of experience as a leader in the utility industry and has served in both the public and private sectors over the course of his career. He is the first Hispanic leader to hold the position.

While Rudy served as Interim President & CEO for 10 months, he successfully led the company to the approval of the first rate case in 8 years, approval for the next phase of energy efficiency and conservation programs, and discussions with the Board of Trustees and the Rate Advisory Committee on future generation planning.

Rudy joined CPS Energy in 2012 and previously served as Chief Customer & Stakeholder Engagement Officer and as Senior Vice President of Distribution Service & Operations where he oversaw the maintenance and construction activity of the electric distribution system. He has also served the company in the role of Vice President of External Relations.

Rudy has a Bachelor of Science in Electrical Engineering from the University of Texas in Austin and a Master of Business Administration from the University of North Texas.

David Batz
