José Benítez is the Director of Carbon Management - Policy & Analysis for the U.S. Department of Energy's Office of Fossil Energy & Carbon Management. Prior to this, he was Director for the Systems, Economic and Environmental Analysis Division within the Office of Clean Coal and Carbon Management. He specializes in developing new concepts and models to study the behavior of energy markets and the impacts of energy policy. His career has included the development of policy, analysis, and project management in the areas spanning fossil, renewable, and energy efficiency technologies. He has also built from the ground-up several analysis platforms for the representation of energy markets. Mr. Benítez has a Bachelor of Science in Mechanical Engineering from Rensselaer Polytechnic Institute and Juris Doctor, with a concentration on Energy and Environmental Law, from Duquesne University.  He is a licensed Attorney and Professional Engineer.

The use of hydrogen as an energy carrier is expected to substantially contribute to the achievement of deep decarbonization goals. However, introducing a significant role for hydrogen in the energy supply requires comprehensive changes across many sectors of the economy. An extensive infrastructure will need to be developed involving its production, transportation, storage, and utilization. Policies and incentives may be needed to overcome the significant market barriers that exist to the widespread adoption of hydrogen.

Jordan Kislear is an Engineer with the Office of Environmental, Systems, and Economic Analysis within the Office of Carbon Management.  Jordan has been with the Office of Fossil Energy and Carbon Management for 16 years.  He holds a Bachelor's degree in Mechanical Engineering from Penn State University, and a Masters in Systems Engineering from the Johns Hopkins University.  

He is primarily responsible for energy and economic modeling of advanced technologies, including carbon capture and storage systems, and specializes in economic dispatch and unit commitment modeling.  He has also worked extensively with the Environmental Protection Agency on many regulations impacting coal fired power plants.  Jordan has previously served as Director for Systems Analysis within the Office of Clean Coal and Carbon Management, and has worked collaboratively with many government agencies including the Office of Management and Budget and the Energy Information Administration.
