José Benítez is the Director of Carbon Management - Policy & Analysis for the U.S. Department of Energy's Office of Fossil Energy & Carbon Management. Prior to this, he was Director for the Systems, Economic and Environmental Analysis Division within the Office of Clean Coal and Carbon Management. He specializes in developing new concepts and models to study the behavior of energy markets and the impacts of energy policy. His career has included the development of policy, analysis, and project management in the areas spanning fossil, renewable, and energy efficiency technologies. He has also built from the ground-up several analysis platforms for the representation of energy markets. Mr. Benítez has a Bachelor of Science in Mechanical Engineering from Rensselaer Polytechnic Institute and Juris Doctor, with a concentration on Energy and Environmental Law, from Duquesne University.  He is a licensed Attorney and Professional Engineer.
