Rich is a former reporter and editor for The Philadelphia Inquirer, where he began covering the electric industry as Pennsylvania, New Jersey and Delaware introduced competition in the late 1990s. His coverage won the National Press Foundation’s 1998 award for energy reporting. He later headed a Houston-based startup that produced hourly power indexes and worked as an energy analyst for Bloomberg Government. In between, he worked for eight years in the Federal Energy Regulatory Commission’s Office of Enforcement, where he became a whistleblower — proving he was not cut out for government work. He holds a journalism degree from Penn State University and an MBA from Temple University.

I didn’t start out to be an energy reporter. Back in 2005, I was a beat reporter at The Desert Sun, covering a town called Palm Desert -- about 12 miles east of Palm Springs -- when the city launched ambitious and, at the time, innovative energy efficiency and solar programs. I quickly got hooked and ultimately became the paper’s first energy reporter, covering wind, solar and geothermal development in the California desert. I came back East to D.C. in 2014 to become communications manager at the Smart Electric Power Alliance, a nonprofit working to accelerate the U.S. energy transition through cross-industry collaboration. What I learned there, among other things, is that utilities and regulators are lousy at telling their own stories, and that the energy transition is one of the most misunderstood, underreported and compelling narratives of our time. Before the pandemic, when I was not geeking out on cleantech stories, I could often be found at D.C.’s storied 9:30 Club, listening to very loud indie bands or at the local rep houses watching indie films and documentaries. Guilty pleasures include superhero movies, the Fast & Furious franchise and, of course, John Wick.

Michael Skelly is a renewable energy entrepreneur and pioneer in the US wind industry.   Skelly is the founder and CEO of Grid United, an early stage transmission development company.  Michael was previously the founder and president of Clean Line Energy, a company that successfully permitted some of the longest transmission lines in the U.S. in the last 50 years.  Skelly also serves as a senior advisor at the investment bank Lazard.

Prior to Clean Line, Skelly led the growth of Horizon Wind Energy, now part of EDPR, one of the largest renewable energy companies in the US.  Skelly’s other entrepreneurial ventures include founding partner and general manager of the Rain Forest Aerial Tram in the early ’90’s, where Skelly led the development, construction and operations of the first large scale canopy tourism project in the Americas.  Skelly has also worked as a Senior Advisor at Lazard where he advises companies and investors on renewable energy, sustainability and the energy transition.

Skelly applies his expertise in developing infrastructure projects to enhance transportation options and increase access to parks in his adopted hometown of Houston, Texas. In 2012, he led the “Parks By You” campaign, which resulted in the passage of a $150 million bond measure to fund 100 plus miles of trails along the city’s bayous, an effort in which Skelly remains deeply involved.

Skelly sits on the boards of the Houston Bike Share, the Houston Parks Board, LINK Houston, Greentown Labs in Houston, TXRX Labs and Form Energy.  He is an active angel investor in the sustainability field, supporting innovating ventures in lithium production, shared mobility, and energy storage.  Skelly’s public service includes working as a Peace Corps Volunteer in Central America and a run for the US Congress in 2008, where he was the Democratic nominee for the 7th Congressional District of Texas.   Skelly writes occasionally about energy and urban issues for the Houston Chronicle.  He is deeply involved in local politics.

Skelly’s family immigrated to the United States from Ireland when he was a small child.  He holds a B.A. in economics from the University of Notre Dame and an M.B.A. from Harvard Business School. Skelly speaks fluent Spanish. Skelly and his wife Anne Whitlock have three children in their twenties.  They live in Firehouse No. 2, a 110 year old fire station which they restored in the East End of Houston.  The firehouse is well known to other civically active Houstonians as Skelly and his wife host dozens of nonprofit events every year.

Maria Duaime Robinson was the first Korean-American elected to the Massachusetts General Court, where she served in the House of Representatives from 2019-2022. While in office, she led the bicameral Clean Energy Caucus, was the Massachusetts state lead for the National Caucus of Environmental Legislators where she also served on the board, and was the only state legislator on the U.S. EPA Clean Air Act Advisory Committee. She also served on faculty at Tufts University's School of Urban Planning and Environmental Policy, bringing her expertise in energy policy to graduate students. Prior to her election in 2018, Maria led Advanced Energy Economy's Wholesale Markets Program, including engagement at FERC and the regional transmission organizations.  

Previously, she focused on regulatory issues relating to energy and air, including a 27-state campaign with Governors' offices, legislatures, and energy and environmental regulators. She also managed AEE’s report development and data-driven analysis at both the state and national level. She worked for Navigant Consulting in the renewable energy practice, supporting the Commonwealth of Massachusetts in analyzing and procuring contractors for statewide renewable energy and energy efficiency projects.

Transmission is the wild card in the future of the U.S. utility industry as it struggles to meet the twin demands of load growth and decarbonization.Ideally, the windy prairies and sunny deserts should be supplying power via long HDVC lines running between the renewables-rich West and the power-needy East.

Michael Carter is the Associate Administrator for Environment and Compliance at the Department of Transportation, Maritime Administration (MARAD).  In that capacity he provides executive leadership, oversight and management for the Office of Environment and Innovation, Office of Environmental Compliance, Office of Safety and the Office of Maritime Security. 

In 2010, Mr. Carter launched MARAD’s Maritime Environmental and Technical Assistance Program (META) to improve collaboration among Federal, state and local government, academia, and maritime industry stakeholders to address emerging environmental challenges facing maritime transportation.  Research and demonstration efforts have been directed towards issues such as aquatic invasive species in ships’ ballast water and in underwater hull fouling and on port and vessels air emissions, alternative fuels, and alternative energy.  Today, that program serves as a cornerstone in a multi-agency effort to support maritime transportation decarbonization and climate change mitigation. 

Mr. Carter and his staff maintain a strong international presence on these same issues serving in various capacities on the US Delegation to the IMO Marine Environment Protection Committee (MEPC) and the International Organization of Standardization (ISO).

Before joining the Maritime Administration in August 1995, Mr. Carter was in a private environmental law practice.  He holds a Juris Doctorate from Catholic University of America (Columbus School of Law) and a Bachelor of Science in Forestry and Wildlife Resources (Magna Cum Laude) from Virginia Polytechnic Institute and State University.
