Before joining NV Energy as Senior Attorney – Federal Regulatory in July 2017, David Rubin worked in private practice for more than 30 years representing a variety of clients in proceedings before the Federal Energy Regulatory Commission. From 1998 through 2009, he served as an outside counsel for the California Independent System Operator. Rubin worked on a number of issues for clients participating in the Midcontinent Independent System Operator, including the resource adequacy program, transmission planning and development rights, and transmission cost allocation. He also worked with PacifiCorp and NV Energy in developing their tariff changes to facilitate participation in the Western Energy Imbalance Market.
