Biography: 

Ms. Blackhair was designated the Bureau of Indian Affairs (BIA) Acting Deputy Bureau Director – Trust Services on April 26, 2018, after serving as the Acting Associate Deputy Bureau Director – Trust Services since January 16, 2018. She has served as the Deputy Regional Director for the Eastern Region since December 10, 2013, and served as the Acting Eastern Regional Director from June 10, 2014 through September 29, 2015.

Ms. Blackhair also served in the Western Region as the Superintendent of the Uintah & Ouray Agency in Fort Duchesne, Utah from February 12, 2012 to December 9, 2013. She served the Southwest Region as the Regional Realty Officer in Albuquerque, New Mexico managing the Land Titles and Records Office; the Division of Real Estate Services, Probate, Agriculture and coordinated BIA’s Cadastral Services with the Bureau of Land Management from April 2010 to February 2013. During her tenure in the Southwest Region, she served as the Superintendent of the Mescalero Agency from July 2011 to February 2012. Ms. Blackhair worked with Mr. Robert Hall, United States Solicitor and the Rocky Mountain Mineral Law Foundation to develop Federal Indian Mineral Leasing guidance materials addressing mineral agreements on Indian lands, statutory and regulatory background, and model lease provisions to enhance economic returns for Tribes and allottees.

In September 1991, she served the Uintah & Ouray Agency as the Land Conservation Officer and worked as a Real Estate Service Specialist in Fort Duchesne, Utah until July 2006, to then become the Realty Officer. During this period, she served as the Western Region Deputy Regional Director in January 2002 for 120 days on the Bureau’s High Potential Program. In May 2004, Ms. Blackhair completed the Office of the Special Trustee’s Fiduciary Trust certification from the Cannon Financial Institute. Prior to Federal service, Ms. Blackhair worked for the Ute Indian Tribe as the Business Committee’s Legal Liaison where she coordinated with various law firms, she also worked for the CEO of Pennzoil Refinery as his Administrative Assistant. Ms. Blackhair is a member of the Chippewa Cree Tribe. In her youth, she was employed on the BIA’s summer youth program working for the Superintendent of the Rocky Boy Agency, in Rocky Boy, Montana.
