ABOUT US – The United States Energy Association (USEA) is a nonprofit, apolitical, nonlobbying organization founded in 1924. USEA’s mission has two pillars of equal importance. USEA serves as a resource, by convening energy stakeholders to share policy, scientific, and technological information to foster the advancement of the entire energy sector. Internationally, USEA promotes energy development by expanding access to safe, affordable, sustainable, and environmentally acceptable energy in partnership with the U.S. Government.
In cooperation with the United States agency for International Development (USAID), USEA administers the Just and Secure Energy Transition Program (JSET) which supports the countries of Europe and Eurasia (Albania, Azerbaijan, Bosnia-Herzegovina, Georgia, Kosovo, Moldova, Montenegro, North Macedonia, Serbia, and Ukraine) as they make a secure transition to clean energy. JSET aims to operationalize and integrate regional energy markets; improve energy system operation and integrate reliable, cost-effective clean energy technologies into energy networks; improve regional energy sector resilience and response capabilities to disasters and extreme events; increase adoption of US-developed or supplied grid enhancing technologies; and improve public understanding of the benefits of a clean energy transition.
WE ARE SEEKING – Budget Analyst candidates who possess strong analytical skills to accurately develop and track program budgets and expenditures; quickly produce financial reports; ability to quantify and report on programmatic achievements; and enthusiasm to support our JSET mission of energy sector reform in the Europe and Eurasia region.

DAY-TO-DAY TASKS – The majority of time will be to provide budgeting and contractual administration tasks. In some instances, However, you will be asked to support event coordination tasks in the U.S. and overseas on an as needed basis.
The Budget Analyst will support JSET Directors with the following responsibilities in the E&E region and the United States:
Budget Analyses
- Works closely with the supervisor to prepare monthly, quarterly, annual and workplan budgets, as required.
- Tracks JSET budgets and expenditures and prepares JSET Quarterly Accrual Reports
- Separately tracks USAID mission buy-in budgets and expenditures to the JSET Cooperative Agreement.
- Records all JSET invoices and works with JSET staff to ensure timely processing of
disbursement vouchers.
- Monitors all JSET subagreement payment schedules and disbursements to account for accruals and outstanding contractual commitments.
- Calculates historical and projected monthly JSET burn rates.
- Works with JSET staff to monitor activities to calculate in-kind contributions (cost share) and to compile key performance indicators.
- Uploads final JSET deliverables including reports, studies, success stories etc. to the USAID Development Experience Clearinghouse.
- Monitors JSET implementing partner pre-approved subagreement ceilings and informs management when adjustments are necessary.
- Works with the supervisor to develop proposal budgets for new sources of funding.
Event Coordination
- Assists with the development of agendas for Working Group meetings, workshops, training courses, seminars, etc.
- Coordinates logistics for participants from Europe and Eurasia and in the United States, including airfare, lodging, ground transportation, and allocation of M&IE consistent with USEA and USG regulations
- Identifies venues (hotels, conference halls, etc.) at which events are conducted, collects competitive bids; determines best value; selects venue and contracts with it consistent with USEA and USAID regulations for lodging, meeting rooms, and AV requirements.
- Coordinates with volunteers and contractors for receipt of presentation material for meetings, training courses, workshops, and seminars
- Hires translators and interpreters and coordinates translation and interpretation to ensure meetings are timely and effective
- Travels to events and coordinates on site logistics
- Prepares budgets for events and tracks expenditures to ensure fiscal compliance with workplans
- Executes disbursement vouchers for expenses associated with the events to which she is assigned, including airfare, lodging and meeting room expenses, ground transportation, AV, and other expenses
- Coordinates necessary protocol for program activities
Writing Assignments
- Prepares routine correspondence
- Edits consultant reports to ensure quality control in terms of formatting and grammar
- Works with Directors to prepare workplans, quarterly reports, annual reports, and success stories
- Attends energy technology and policy briefings at USEA and at other institutions in Washington, DC;’ prepares brief synopses of the briefings and posts them on USEA website or blogs them, as appropriate
EXPERIENCE REQUIRED – Candidates must have a Bachelor’s Degree preferably in Business Administration and proven experience in developing and administering budgets. Experience working on US government international development programs is desired.
