Jeffrey Kooser is employed at the U.S. Department of Energy’s National Energy Technology Laboratory (NETL) and serves a Senior Contracting Officer/Contract Specialist. Mr. Kooser has 20 years of Federal service. He has diverse experiences having worked procurement actions in all technology program-related areas at NETL in both Financial Assistance and FAR based contracting activities.
