Karen Alderman Harbert is President and Chief Executive Officer of the American Gas Association. Founded in 1918, AGA represents more than 200 local energy utility companies that deliver natural gas to 178 million Americans nationwide.

Prior to joining AGA, she was President and Chief Executive Officer of the U.S. Chamber of Commerce’s Global Energy Institute (Energy Institute). Under Harbert’s leadership, the Energy Institute evolved into a premier national and international organization dedicated to advancing a constructive energy agenda with the business community, policymakers and consumers. Harbert led the Energy Institute’s development of its comprehensive Energy Works for US platform, which provides policy recommendations to secure our nation’s energy future and create millions of jobs, billions of dollars in revenue, and trillions of dollars of private investment. Under Harbert’s leadership, the Energy Institute established the groundbreaking Index of Energy Security Risk and the International Index of Energy Security Risk, the first tools to quantify America’s energy security on an annual basis. Harbert frequently testifies in front of Congress and provides analysis to the media, policymakers, and industry leaders.

Harbert is an appointed member of the National Petroleum Council, an industry advisory organization that advises the Secretary of Energy on issues related to the oil and gas industries.

Harbert is the former assistant secretary for policy and international affairs at the U.S. Department of Energy (DOE). She was the primary policy adviser to the secretary of energy and to the department on domestic and international energy issues. She negotiated and managed bilateral and multilateral agreements with other countries and also served as vice chairman of the International Energy Agency, which advises its 28 member nations on energy policy issues and orchestrates international responses to energy supply disruptions.

Prior to joining the DOE, Harbert was deputy assistant administrator for Latin America and the Caribbean at the U.S. Agency for International Development (USAID). She had oversight of programs in 11 countries, totaling more than $800 million and 1,000 employees. In the private sector, Harbert worked for over a decade developing international infrastructure and power projects valued at more than $9 billion in countries in the Middle East, Asia, and Latin America.

Harbert gained experience on issues associated with economic reform and privatization through earlier positions at the USAID, the Organization of American States, and the International Republican Institute. She received a degree in international policy studies and political science from Rice University in Houston, Texas. Harbert resides in Washington, D.C., with her husband and two children.

Julia is a visionary non-profit leader at the center of the transformation underway in the electric power sector​ to a clean and modern energy future​.  For the past 20 years she has been advising and collaborating with utilities, solution providers and government agencies on business models, grid modernization, and clean energy policies, strategies and programs.

Julia guides and oversees all of SEPA’s research, education, and collaboration activities for its 1,100 member companies.  ​She has led the organization through significant expansion in recent years, including rebranding from the Solar Electric Power Association to the Smart Electric Power Alliance, and merging with both the Association for Demand Response and Smart Grid (ADS) and Smart Grid Interoperability Panel (SGIP).

Prior to joining SEPA, Julia worked for ICF International where she supported EPA’s implementation of the ENERGY STAR program.  Julia – a graduate of Cornell University – walks the talk, living in a PV powered energy efficient home in Northern Virginia.

Erin Duncan is SEIA’s Vice President Of Congressional Affairs where she leads SEIA’s congressional affairs team in their work to influence energy, tax, trade, appropriations and other policies in support of the solar industry.

Prior to joining SEIA, Erin spent eleven years as a lobbyist with the National Education Association, the largest union and professional association in the United States. Erin began her Washington career as a staffer in the House of Representatives, including six years as Legislative Director for Congressman Tom Osborne (R-NE).

Erin grew up in rural Nebraska and is a proud graduate of Nebraska Wesleyan University. She also holds a Masters degree from Iowa State University. Today, she lives on Capitol Hill with her husband and two young children.

Large Public Power Council

A 35-year veteran of the utility industry, John Di Stasio is the president of the Large Public Power Council (LPPC) where he advocates for America’s largest public power systems in Washington, D.C.

John was formerly the General Manager and CEO of the Sacramento Municipal Utility District (SMUD) from June of 2008 through April of 2014. Under John’s leadership, SMUD launched one of the largest smart grid projects in the country and maintained some of the lowest electric rates in California.

Throughout his career, John has served in many roles, including past president of both the Northwest Public Power Association and the California Municipal Utility Association. He has served on the boards of the Business Council for Sustainable Energy and the American Public Power Association, and as a member of the North American Electric Reliability Corporation’s Members Representative Committee and GridWise Alliance’s Grid Infrastructure Advisory Council.

John has testified before the United States Congress and Federal Energy Regulatory Commission on topics including cybersecurity, transmission, infrastructure, reliability, and environmental regulations.  His advocacy on energy issues is not limited to the United States. John has traveled to Bangladesh, Brazil, Botswana, India, and Jordan to lend his expertise. John’s commitment to the industry saw him awarded Electric Light and Power Large Utility CEO of the Year and Volunteer of the Year by the United States Energy Association.
