Marv Fertel is president and chief executive officer of the Nuclear Energy Institute (NEI) which is the policy organization for the U.S. nuclear industry and represents the industry in addressing generic technical regulatory issues before the Nuclear Regulatory Commission; as well as policy and legislative activities with the Congress and the Executive Branch.  NEI has about 350 corporate members in 19 countries.

 

Mr. Fertel has over 45 years of experience working with the electric utility industry on issues related to designing, siting, licensing and managing both fossil and nuclear plants.

 

He has worked in executive positions with such organizations as Ebasco and Management Analysis Company.  In November 1990, he joined the U.S. Council for Energy Awareness as vice president of Technical Programs. With the formation of NEI in 1994, he became NEI’s vice president of Nuclear Economics and Fuel Supply.

Mr. Fertel was named senior vice president and chief nuclear officer in 2003 and in 2009 he was named President and Chief Executive Officer of NEI.

 

He is a member of the Board of Directors of the Center for Energy Workforce Development, the United States Energy Association, the Foundation for Nuclear Studies and the National Energy Foundation.

Dave Dunning serves as Fluor Corporation’s group president for Business Development and Strategy where he leads the company’s sales, marketing, communications, government relations and corporate strategy functions across all Fluor business groups.

Previously, Dunning served as the president of Fluor’s Power Group where he was responsible for the company’s activities in the global nuclear generation, renewable, environmental compliance, O&M and fossil fueled industries.  In prior roles, he also led sales, marketing and strategic planning for Fluor’s global Power business. He has more than 38 years of direct power industry experience including 35 years of service with Fluor.

During his tenure with Fluor, Dunning has served in numerous executive and leadership roles within operations and sales and marketing, including as senior vice president for sales, marketing and strategic planning for the Duke/Fluor Daniel partnership; sales director for Fluor’s Operations & Maintenance division; sales director for the Northeast region, and sales manager for Fluor’s East Coast sales. 

Dunning served his first 10 years in the nuclear power industry including positions in engineering, field supervision, quality inspection and quality assurance at the Susquehanna Nuclear Power Plant in Pennsylvania and at the Callaway Nuclear Power Plant in Missouri.

Active in a variety of organizations, Dunning serves as the chairman for Fluor’s Corporate Sales Board, is on the Board of Directors for USEA, Board of Directors for NuScale Power and on the Advisory Board for Schneider Electric North America.

Dunning holds a B.S. from East Stroudsburg University in Pennsylvania and has completed executive education training programs at Harvard and the University of Pennsylvania’s Wharton School.

Vicky A. Bailey has over three decades of high level, state, national and international government, entrepreneurial, and corporate executive and director expertise in energy and regulated industries sector. Ms. Bailey began her distinguished public service career in 1986 as a Commissioner, at the Indiana Utility Regulatory Commission (IURC) appointed by Governor Robert Orr.  She went on to become Commissioner at the Federal Energy Regulatory Commission (FERC) appointed by President Bill Clinton.  Following her appointment, became President and CEO of Cinergy/PSI Energy Inc., Indiana’s largest electric utility, now Duke Energy Indiana. She was appointed by President George W. Bush to be the leading international official at the United States Department of Energy (2001-2004) as the first Assistant Secretary for both Domestic Policy and International Affairs. During her appointment, Ms. Bailey served as Vice Chair of the International Energy Agency (IEA) headquartered in Paris, France and post Sept. 11, 2001, she was chair of several bilateral international working groups among energy producing nations. Ms. Bailey led the efforts of the North American Energy Working Group to foster communication and cooperation among the governments and energy sectors of the U.S., Canada, and Mexico. Also, in her capacity, she participated in establishing a permanent International Energy Forum Secretariat (IEF) in Riyadh, Saudi Arabia to foster mutual understanding between producing and consuming countries on key energy policy issues.

Ms. Bailey has extensive entrepreneurial skills and experience. First in joining a family business, J. Bailey Co., headquartered in Indianapolis, IN, from 1980-1986, which grew to four retail locations distributing hair care products in Indiana, Ohio, and Kentucky. Following her career in government, from 2004-2013 she was an equity owner of BHMM Energy Services LLC, a certified minority owned energy facilities management company in partnership with Citizens Gas. BHMM competed and won the contract with the Indianapolis Airport Authority to conduct the construction, operations, expansion, maintenance and management of the Central Energy Center and the Connector for the new Midfield Terminal which opened in November 2008. The positioning of the new terminal between two runways required BHMM to do a $38 million transaction to construct and utilize an innovative technology to bore the hole under the runways for installation and placement of cable work. Presently, as founder of Anderson Stratton International LLC management advisory services, her clients past and present include E.ON, a European electric utility company formerly with U.S. assets; Georgia Power; Edison Electric Institute; Energy Resources Conservation Board of Alberta; Direct Energy (subsidiary of Centrica, UK), and the Nuclear Matters Leadership Council.  In November 2021, Energy Capital Partners (ECP), a private equity investor in the renewable and sustainable solutions sector, appointed Ms. Bailey as Senior Advisor to the firm.

Currently, Ms. Bailey’s directorships include: Battelle Memorial Institute, the world’s largest private non-profit applied science and technology organization headquartered in Columbus, Ohio.  Battelle is recognized globally for work in the areas of national security, life sciences, energy infrastructure, and environment.  Battelle manages several national laboratories across the country in conjunction with the U.S. Department of Energy and Department of Homeland Security. Equitrans Midstream Corporation owns, operates, and develops natural gas transmission, storage, and gathering systems strategically located in the Appalachian Basin of Pennsylvania. PNM Resources  is an energy holding company based in Albuquerque, New Mexico, bringing electricity to homes in parts of West Texas and northern and central New Mexico.  Occidental Petroleum Corporation is a $57B hydrocarbon exploration company with operations in the United States and the Middle East, as well as a petrochemical manufacturer. 

Previous directorships: Cheniere Energy is a Houston based energy company with a $35B market cap, leading North America in the operation and construction of liquefied natural gas terminals. In February 2016, it became the first U.S. company to load an LNG tanker for export.  EQT Corporation is the largest natural gas producer in the Appalachian Basin.  Scottish Power PLC UK, which sold US asset PacifiCorp -a six-state utility- to Warren Buffett’s MidAmerican Energy Holdings in 2006; the North American Electric Reliability Corporation (NERC) responsible for the reliability of the bulk power system; and Cleco Corporation a public utility holding company based in Pineville, LA operating a regulated electric utility company, Cleco Power.

Other accomplishments:  In 2001, Ms. Bailey was appointed by President George W. Bush to the Presidential Commission for the Smithsonian’s National Museum for African American History and Culture (NMAAHC) which opened on the National Mall in September 2016. Ms. Bailey chaired the governance and organization committee for the Commission. In 2010, she was appointed by Secretary of Energy Steven Chu, at the direction of President Barack Obama, to the Blue Ribbon Commission on America’s Nuclear Future which presented several recommendations to the Administration.  In 2014, Ms. Bailey was appointed to the National Petroleum Council by Secretary of Energy Ernest Moniz. The council has presented several studies at the direction of the energy secretary. In March 2018, she was appointed to the Board on Energy and Environmental Systems of The National Academies of Science, Engineering, and Medicine tasked with leading discussions and reports on the technological aspects of fuel types and their impact on the environment. Other non-profit boards on which she is active include The Conference Board (TCB); Bilateral US-Arab Chamber of Commerce; American Association of Blacks in Energy (AABE); Resources for the Future (RFF), and formerly the Girl Scouts Nation’s Capital.   In June 2023, Ms. Bailey became a member of the Council on Foreign Relations.

In May 2013, Ms. Bailey had the honor of being elected as Chair of the United States Energy Association (USEA), becoming the first female to hold this position. The USEA serves as a vital platform for fostering collaboration within the energy industry and promoting global access to energy resources. Ms. Bailey's tenure as Chair was a profoundly enriching experience, affording her the opportunity to actively contribute to the organization's noble mission.  In 2020, she was further entrusted with the role of Executive Chair of USEA, a role she embraces with humility and deep gratitude.  Ms. Bailey considers it a privilege to continue serving in this capacity and remains steadfast in her commitment to supporting USEA’s initiatives aimed at addressing global energy challenges.

Ms. Bailey is a graduate of the Krannert School of Management, Purdue University, West Lafayette, Indiana with a Bachelor of Science in Industrial Management. She received the Distinguished Alumni Award and was a member of the Krannert School Dean’s Advisory Council. In July 2013, she completed the Advanced Management Program at The Wharton School, University of Pennsylvania in Philadelphia, PA. Recent awards: In 2019, Ms. Bailey received “The James E. Stewart Award” recognizing her achievement in the energy field and named after the person instrumental in establishing the American Association of Blacks in Energy. Ms. Ayres began her career in journalism as a staff reporter at The Hartford Courant (CT), and as a contributing reporter to the New York Times, Connecticut Section. After moving to Washington, she worked for several years on Capitol Hill. Prior to establishing Lighthouse, Ms. Ayres was CEO of the National Independent Energy Producers where she played a leading role in framing the national debate over increased competition in the electric power industry. A member of the Board of Directors of the United States Energy Association, Mr. Aliff is co-author of the annually updated industry reference book Accounting for Public Utilities, published by Matthew Bender since 1983. His articles and commentary have appeared in Electric Light & Power, Electric Perspectives, The National Interest and Public Utilities Fortnightly. During his 34-year career he has appeared on industry programs sponsored by organizations such as the American Gas Association, Edison Electric Institute, the National Association of Regulatory Utility Commissioners and the United States Energy Association.

Marjorie is the Senior Program Director at the U.S. Energy Association (USEA). She has over 30 years of experience managing government-funded energy programs in the United States and around the world. She has led capacity-building initiatives, technical exchanges, and stakeholder engagement efforts in Africa, Latin America, Asia, and the Caribbean, partnering closely with the U.S. Agency for International Development (USAID), the U.S. Department of Energy, and other federal agencies. Sheila Hollis is the Former Acting Executive Director of the United States Energy Association. Prior to her role as Acting Executive Director, she served as the Association’s Chairman of the Board. She has served on the USEA Board of Directors for 17 years.

Sheila Hollis is also Of Counsel and Chair of the Duane Morris, LLP Washington, D.C. office, and was the office's founding managing partner, as well as the founding leader of the firm's Energy, Environment and Resources Practice Group. She served on the firm's Executive Committee and Partners Board for more than a decade.

Ms. Hollis practices in the areas of energy policy and, transactional and regulatory law worldwide. Over the course of her career, she has played a key role in the formation and implementation of energy law and policy in the United States and beyond. She began her energy law career as a trial lawyer at the Federal Power Commission and was the founding Director of the Office of Enforcement of the Federal Energy Regulatory Commission. For 20 years, she was adjunct professor at George Washington University Law School, teaching over 600 students energy law, and co-authored texts on energy law.

Sheila served as the first woman President of the Energy Bar Association, chaired the ABA’s Section of Environment, Energy and Resources and serves as its representative on the ABA Board of Governors. She also chaired the Federal Bar Association’s Energy and Environment Section and multiple other bar-related entities. Additionally, Sheila served Chair of the ABA’s Standing Committee on the Law Library of Congress in addition to other ABA leadership roles.  

She has been the recipient of multiple honors and awards over her career. She was named one of Washington, D.C.'s Top 100 Lawyers overall and one of the Top 50 Women in Washington’s Super Lawyers. In addition, Ms. Hollis was recognized by the ABA as a “Trailblazer” for women in law, among only 100 women to be so honored for breaking barriers for women in cutting-edge areas of law. Ms. Hollis was ranked by The National Law Journal as one of the United States' top 20 energy lawyers and has received the highest possible rating from Martindale-Hubbell’s Peer Review Ratings for over 25 years for professional excellence. She is listed as a senior Statesman in Environmental law in Chambers was named one of the 50 Key Women in Energy Worldwide, and in 2011 was the first attorney in private practice to receive Platt's Global Energy Award for Lifetime Achievement and in 2018 was awarded the Lifetime Achievement Award by the London-based Petroleum Economist Publication. Widely published, she is a frequent commentator on environment and energy issues in media.

Ms. Hollis is a Trustee of the Center for American and International Law, a Life Fellow of the American Law Institute and Honorary North American member of the Commercial Bar of England and Wales. She was also elected to membership in the American College of Environmental Lawyers, an honor bestowed upon a select group of lawyers with “distinguished experience and high standards.” Ms. Hollis also serves as a Board Member of the American Friends of the Royal Society, a Trustee of Plimoth Plantation, and a member of the Sustainability Advisory Board of KB Homes. She served for a decade on the Board Institute for the Advancement of the American Legal System and is a Trustee of the Center for American International Law. Sheila was president of the Women’s Council on Energy and Environment and was awarded its Woman of the Year Award in 2003. Ms. Hollis is admitted to practice in the District of Columbia and Colorado. She is a Colorado native and a graduate of the University of Denver College of Law and the University of Colorado at Boulder, cum laude in general studies and with honors in Journalism.
