Please join the U.S. Energy Association (USEA) and the U.S. Agency for International Development (USAID) for the launch of the Geothermal Industrial Park webinar series presented by the U.S.- East Africa Geothermal Partnership (EAGP). 

In the second webinar in our series, Baldvin Björn Haraldsson – Founding Partner at BBA//Fjeldco and Antoine Lochet, Counsel at BBA//Fjeldco will discuss the Legal aspects and Challenges of geothermal industrial parks.

The presentation is about the legal issues and challenges encountered in geothermal activities, especially in projects involving direct and/or cascade use of geothermal resources. The first part of the presentation will deal with the main legal aspects of geothermal projects including ownership of the resource, access to land, licensing and contractual issues. The second part of the presentation will consist of a case study of the Reykjanes Resource Park project and the legal aspects of that project.

Baldvin Björn is a Supreme Court Attorney, qualified to practice law in Iceland and France. He has extensive 26-year experience in M&A, banking & finance, energy law, renewable energies, mergers & acquisitions, capital markets and commercial and company law. 

Baldvin played a key role in various geothermal projects over the last 20 years. Baldvin recently advised Office for the Development of Geothermal Energy in Djiboutic in relation to the drafting of legal and regulatory framework for geothermal energy in Djibouti. He also provided advice to the Turkish Development Bank in connection with the development of the RSM risk-sharing system to explore and verify geothermal resources in Turkey.

Baldvin also advised an Icelandic developer on negotiating a power purchase agreement, reviewing license issues and on various legal issues relating to an independent geothermal power project in Ethiopia.

He also was part of a team advising the municipality of Strasbourg on the use of geothermal energy in district heating networks. Additionally, Antoine advised Innergex Renewable Energy, Inc. on the acquisition of HS Orka, an Icelandic renewable energy company. Finally, Antoine also teaches mining and petroleum law at the Paris Sorbonne University.

Dr. Bhima Sastri is the Director of Energy Asset Transitions in the Office of Fossil Energy, U.S. Department of Energy.  He is currently leading an effort across several government agencies to repurpose and transition energy assets to meet administration goals to decarbonize the electric sector and the economy. In addition, he overlooks R&D funding for other technology areas including the Supercritical CO2 programs that manages the 10Mwe Supercritical Transformative Electric Power pilot in San Antonio, TX. Prior to this he was the Division Director, Crosscutting R&D, where he was responsible in developing modular power production technologies with the Coal FIRST (Flexible Innovative Resilient Small and Transformative) program. He has over 30 years of experience in research and development of chemical and energy technologies. Before joining the Fossil Energy and Carbon Management Office, he was a Technology Manager at the Advanced Manufacturing Office at DOE where he managed the Advanced Chemical Separations, Desalination, and Bio-Manufacturing technology portfolios. 

He currently serves on the executive board of the RAPID - a Modular Chemical Process Intensification Institute for Clean Energy Manufacturing - and on the Advisory Boards for Chemical Engineering, both at Rensselaer Polytechnic Institute, Troy, NY and Howard University in Washington DC. For over 18 years prior to joining DOE, he worked in pulp and paper industry as a Senior Research Engineer and has held visiting faculty positions at different universities where he taught undergraduate chemical engineering courses.  

Dr. Sastri completed his Ph.D. in Chemical Engineering from Rensselaer Polytechnic Institute, Troy, NY and a bachelor’s in chemical engineering from IIT Madras. He is a Fellow of the American Institute of Chemical Engineers.

Webber is also the Josey Centennial Professor in Energy Resources at the University of Texas at Austin. Webber’s expertise spans research and education at the convergence of engineering, policy, and commercialization on topics related to innovation, energy, and the environment. His latest book Power Trip: the Story of Energy was published May 7, 2019 by Basic Books with a 6-part companion series that aired on PBS, Amazon Prime and iTunes starting Earth Day 2020. His first book, Thirst for Power: Energy, Water and Human Survival, which addresses the connection between earth’s most valuable resources and offers a hopeful approach toward a sustainable future, was published in 2016 by Yale Press and was converted into a documentary by Alpheus Media. He was selected as a Fellow of ASME and as a member of the 4th class of the Presidential Leadership Scholars, which is a leadership training program organized by Presidents George W. Bush and William J. Clinton. Webber has authored more than 400 publications, holds 6 patents, and serves on the advisory board for Scientific American. A successful entrepreneur, Webber was one of three founders in 2015 for an educational technology startup, DISCO Learning Media, which was acquired in 2018. Webber holds a B.S. and B.A. from UT Austin, and M.S. and Ph.D. in mechanical engineering from Stanford University.

Shalinee Kishore is the Iacocca Chair Professor of Electrical and Computer Engineering at Lehigh University in Bethlehem, PA. She has more than 20 years of research experience in communications theory, networks, and signal processing, with application to cyberphysical systems and smart energy systems. She received her PhD degree in Electrical Engineering from Princeton University and her BS and MS degrees from Rutgers University. She has published over 100 scientific papers in leading IEEE journals and conferences and received research grants from the U.S. National Science Foundation, the U.S. Department of Energy, state agencies, and major corporations. She serves as the Associate Director of the Institute for Cyber Physical Infrastructure and Energy at Lehigh. She is the recipient of the Presidential Early Career Award for Scientists and Engineers (PECASE), the National Science Foundation CAREER Award, the P.C. Rossin Assistant Professorship, the Joel and Ruth Spira Excellence in Teaching Award, and the AT&T Labs Fellowship. She has also served as a Kavli Fellow for the National Academy of Sciences.
