Jay D. Churchill is senior vice president, Health, Safety and Environment (HSE), and Projects, for Phillips 66, a diversified energy manufacturing and logistics company. He was appointed to the role in September 2016 and reports directly to Phillips 66 Chairman and CEO Greg Garland. Churchill has more than 35 years of experience in the oil and gas industry, with a focus on the downstream business.

Churchill previously served as regional vice president, Refining, with responsibility for the Alliance, Billings, Ferndale, Los Angeles, San Francisco and Wood River refineries.

He began his career with Conoco in 1979 as a plant process engineer at the Lake Charles Refinery in Louisiana. He went on to hold operating superintendent positions in the Billings and Lake Charles refineries. In 1994, Churchill became operations manager responsible for the safe and efficient startup of a $500 million lube oil hydrocracking project and worked in the Excel Paralubes joint venture. In 1998, he was transferred to the Houston office as strategy manager, Downstream, North America.

Churchill serves on the board of directors for the American Red Cross of Greater Houston. He graduated from the University of Minnesota with a Bachelor of Science in chemical engineering.

Paul has over 35 years of industry experience, all with ConocoPhillips. He began his career as a reservoir engineer in New Orleans, La. and Midland, Texas. Since then, he has progressed through asset management and corporate leadership in decision analysis, major projects, and reserve compliance.

Paul led the Supply and Demand Task Group for the National Petroleum Council’s Dynamic Delivery Study. He has served on and has been president on the boards of two credit unions and the Cinco/Seven Lakes Lacross Club.

A graduate of University of Illinois law school and Boston College, Maria’s home is Houston, Texas, with her husband.  She has two increasingly-adult children.

In September 1991, she served the Uintah & Ouray Agency as the Land Conservation Officer and worked as a Real Estate Service Specialist in Fort Duchesne, Utah until July 2006, to then become the Realty Officer. During this period, she served as the Western Region Deputy Regional Director in January 2002 for 120 days on the Bureau’s High Potential Program. In May 2004, Ms. Blackhair completed the Office of the Special Trustee’s Fiduciary Trust certification from the Cannon Financial Institute. Prior to Federal service, Ms. Blackhair worked for the Ute Indian Tribe as the Business Committee’s Legal Liaison where she coordinated with various law firms, she also worked for the CEO of Pennzoil Refinery as his Administrative Assistant. Ms. Blackhair is a member of the Chippewa Cree Tribe. In her youth, she was employed on the BIA’s summer youth program working for the Superintendent of the Rocky Boy Agency, in Rocky Boy, Montana.

Mark Cruz, an enrolled member of the Klamath Tribes in Oregon, is the Deputy Assistant Secretary–Indian Affairs for Policy and Economic Development (DAS-PED).  He was appointed to that post by Assistant Secretary–Indian Affairs Tara Karuk Mac Lean Sweeney on September 24, 2018.  The DAS-PED oversees the Office of Indian Energy and Economic Development (IEED) and the Office of Self-Governance (OSG). He also assists the Assistant Secretary-Indian Affairs in overseeing and managing the Bureau of Indian Education, Bureau of Indian Affairs, Office of Indian Gaming and Office of Federal Acknowledgment.

Mr. Cruz came to the Interior Department after serving on Capitol Hill, most recently as chief of staff to Representative Todd Rokita (R-Indiana) from 2017-2018 and on his legislative staff from 2014-2017.  Prior to that office, from 2013-2014, he worked as a legislative fellow in the office of Representative Tom Cole (R-Oklahoma).  On Capitol Hill, Mr. Cruz's legislative work focused on education, labor, civil service reform, appropriations, and oversight.  He played a notable role in helping enact the Every Student Succeeds Act of 2015, and twice helped lead House passage of the Tribal Labor Sovereignty Act.

A Teach for America alum, Mr. Cruz taught at the St. Francis Indian High School, a Bureau of Indian Education tribal grant school, located on the Rosebud Sioux Indian Reservation in South Dakota.  While there, he earned the 2011-2012 St. Francis Indian High School Teacher of the Year award.  That experience further instilled in Mr. Cruz the belief that all students deserve a high quality education as a means to accessing opportunity and achieving upward mobility.

A 2006 Bill and Melinda Gates Foundation Millennium Scholarship recipient, Mr. Cruz earned his bachelor’s degree at Pepperdine University and master’s degree at Brown University.
