Thirteen Western states get 22 percent of their power from hydroelectric dams. But the West is in the grip of a megadrought, and things are looking bleak for electricity supply as temperatures hit all-time highs even before the traditional hottest time of the year.

A megadrought-induced electricity shortage could be catastrophic, affecting everything from food production to industrial manufacturing. Even large population shifts from West to East are possible – a reverse Dust Bowl exodus.

Nguy Thi Khanh is a pioneer leader of Vietnam’s environmental movement and has played an instrumental role in shifting Vietnam from coal and towards renewables and energy efficiency. Khanh’s breakthrough strategy will focus on accelerating Vietnam’s clean energy economy, safeguarding clean air and water for public health, and sharing lessons with partners in Southeast Asia to usher in a clean energy era for the region.

In 2011 the Vietnamese government published its Power Development Plan for 2011-2020 with outlook to 2030 calling for 75,000 megawatts of coal-fired power by 2030. That same year, Khanh founded the Green Innovation and Development Centre (GreenID) to promote sustainable energy development in Vietnam. Bringing together scientists, experts, media, and civil society, Khanh and GreenID have been able to help key leaders and the public increase their understanding of the health and community risks of coal while highlighting another path forward through clean energy and energy efficiency.

Ambassador Virginia E. Palmer became Principal Deputy Assistant Secretary for the Bureau of Energy Resources on November 4, 2019. She is a career member of the Senior Foreign Service, rank of Minister Counselor. She was most recently the Deputy Commandant and International Affairs Advisor at the Dwight D. Eisenhower School for National Security and Resource Strategy. She served as U.S. Ambassador to the Republic of Malawi from January 2015 until June 2019. There, she oversaw an annual bilateral assistance budget of more than $500 million and the work of eleven U.S. government agencies. As Deputy Chief of Mission and Chargé d’Affaires at the U.S. Embassy in South Africa from 2011 to 2014, she was responsible for the strategic direction and operational effectiveness of 1,100 staff from 28 U.S. government agencies and oversaw a $480 million/annum PEPFAR (HIV/AIDS) program budget. She negotiated agreement with the South African government for their takeover of HIV/AIDS care and treatment programs, the first such transition in the world. As Deputy Chief of Mission and Chargé d’Affaires at the U.S. Embassy in Vietnam from 2008-2011, she promoted major trade initiatives and helped shape new U.S. dioxin (Agent Orange) remediation efforts.

From 2005-2008, Ambassador Palmer was the State Department’s Deputy Coordinator for Counterterrorism, responsible for terrorist finance issues and establishing regional initiatives to strengthen partner nations’ capacity to degrade terrorist capability. From 2004-2005, she was Director of the East Asia Bureau’s Office of Economic Policy and the alternate U.S. Senior Official for the Asia Pacific Economic Cooperation forum (APEC). From 2001-2004, she was Economic Counselor at the U.S. Embassy in Nairobi, Kenya.

Other postings during her 33-year career include assignments in Canada, Zimbabwe, China, and Hong Kong working on political-military affairs, corruption, trade and agriculture, labor and human rights issues, health and development. In the State Department, she served in the Office of Maghreb Affairs and the Secretary’s Operations Center. She is the recipient of numerous Superior Honor, Meritorious Honor and Senior Performance awards.

Ambassador Palmer obtained her Masters and did doctoral studies at the University of Virginia. She received a B.S.F.S. from Georgetown University and also attended Washington University in St. Louis. She speaks Chinese and French.

Wini Rizkiningayu is an energy-sector professional with 14 years of experience in global Energy businesses. With Electronic and Instrument Science background, she started her career as a field engineer – measuring& logging while drilling for Schlumberger. She then moved to Total EP Indonesie as well log analyst and subsequently a petrophysicist, where she was one of few in her field without geoscience background.

Wini became more a generalist when she joined a US company, Paradigm Geophysical where she grew to become a Regional Business Development Manager for Asia Pacific. After 10 years+ in Oil and Gas, she decided to take one year sabbatical leave. Since 2018, she worked with a New Zealand government’s organization, the New Zealand Trade and Enterprise (NZTE) as a head of business development. In the current role, she assists NZ businesses in Renewable Energy & Tech sectors to grow bigger better faster. She is now a master’s in public policy (MPP) student cohort 2021-2022 in Oxford University.

Energy transition, sustainability, and capacity development are three of her biggest passions - the elements that she believes will determine how our future will be. Outside of work, she is a fellow and mentor in ThinkPolicy, mentor in Young Women for Sustainability (YWES) and a Woman In Geothermal (WING) future leaders cohort 2020-2021. In her spare time, she actively helps facilitating various organizations in problem solving, storytelling and strategic planning.

Dr. Laura Nelson is Vice President at Strategen and serves as Executive Director of the Green Hydrogen Coalition. Dr. Nelson has led a distinguished career in the energy industry spanning both the public and private sectors. Prior to joining Strategen, Dr. Nelson served as Energy Policy Adviser to the Governor Herbert of Utah, and from 2014-2020 was Executive Director of the Utah Office of Energy Development. As a leader in the energy community, Dr. Nelson’s board and committee appointments have included serving as the Chair of the Utah Energy Infrastructure board, a board member and member of the Executive Committee of the Southwest Energy Efficiency Project, Chair to the Western Interstate Energy Board, a board member of Utah Clean Cities, Vice Chair of the National Association of Energy Offices, the Utah Representative to the Western Renewable Generation Information Systems (WREGIS) board, the Utah representative on the Federal Unconventional Resources Task Force, and the Chair of the Salt Lake Chamber Energy and Minerals Task Force. As part of her commitment to the arts, she also serves as member of the Utah Museum of Contemporary Art. Dr. Nelson holds a Ph.D. in Economics from the University of Utah.

 Sumanth Addagarla is the Vice President of Program Management for BayoTech Inc., based in Albuquerque, NM. Sumanth is responsible for managing BayoTech’s product delivery program and supporting project execution in accordance with the company’s project management Standard Operating Practice (SOP).

Sumanth brings over 30-years experience in project portfolio management, business development and research program coordination in the energy sector.  

Sumanth has held responsibility for managing a portfolio of domestic and international projects ranging from $2M to $200M. His experience includes working with design and fabrication partners to deliver a change-out of refinery equipment in Kuwait, installation of a thermal oxidizer for the environmental abatement of VOC’s in hydrogen, oversight of the construction of a chemical plant in the Gulf Coast and pre-startup inspection of fabricated equipment globally at client sites. Sumanth holds a PhD in Mechanical Engineering from Drexel University with specialization in oxidation of fuels. He is currently co-chair for the AIChE’s 2021 Asia-Pacific Hydrogen Safety Conference and is a mentor for the Los Angeles Cleantech Incubator’s CleanTech Open.
