As Vice President at Grid Strategies LLC, Jay Caspary provides analysis and strategic guidance on transmission grid planning and operations to support a clean energy portfolio. Jay has over 40 years of experience in transmission planning, engineering, management, tariffs, transmission services, and retail marketing.

Prior to joining Grid Strategies LLC in September 2020, Jay he oversaw Research, Development & Tariff Services for the Southwest Power Pool. In his career at SPP, Jay served as the head of Transmission Development and led robust transmission expansion in the footprint. In 2012-2013, Jay served as Senior Policy Advisor for the U. S. Department of Energy’s Office of Electricity Delivery and Energy Reliability (OE) with a focus on grid modernization. Prior to SPP, he served in several staff and managerial roles at Illinois Power.

Over his career, Jay has worked closely with regional organizations, national labs and affected parties to evaluate and promote the integration of renewables with effective transmission solutions, deployment of research pilots and case studies to identify the merits of new technologies or approaches to utility operations.  Jay has served in leadership roles for industry-utility collaboratives such as the ESIG, EPRI, PSERC and GRAPES, as well as several industry advisory boards.  

Jay graduated from the University of Illinois – Urbana/Champaign with a Bachelor of Science degree in Electrical Engineering with an emphasis in Power Systems.  Jay has completed the course requirements for a Masters of Engineering degree at Iowa State University.

Bruce Tsuchida is a Principal of The Brattle Group with over thirty years of experience in domestic and international power generation development, utility operation, and power market analysis.

His experience spans a wide range of utility consulting projects, including the analysis of operations for power markets, ranging from integration studies for intermittent resources such as wind and solar power, ancillary service studies, operational logic studies, and analyses required for regulatory proceedings. These studies range from large interconnected systems to small island systems.  Prior to joining Brattle, Mr. Tsuchida was a Principal at Charles River Associates (CRA).  Prior to joining CRA, Mr. Tsuchida was a Project Manager at Tokyo Electric Power Company where he gained a decade of experience in operating, developing, and constructing power in Japan and Southeast Asia.

His hands-on experience allows him to identify gaps between the theoretical studies performed and the real operating world.

Mr. Tsuchida holds two M.S. degrees from the Massachusetts Institute of Technology, one in Electrical Engineering and Computer Science and the other in Technology and Policy, and a B.E. degree in Mechanical Engineering from Waseda University in Tokyo, Japan.

Renee Devine is the Manager of National Grid’s New York Electric Vehicles (EV) and Demand Response (DR) Program Implementation team in the New York service territory. As part of the Charge-up NY beneficial electrification program, National Grid has launched the second largest EV infrastructure make-ready program in the nation to support NY’s clean transportation initiatives as part of New York State’s Climate Leadership and Community Protection Act (CLCPA). Prior to this role, Renee led National Grid’s NY Energy Efficiency Large Commercial and Industrial electric and gas savings implementation programs.

From 2008- 2014, Renee was the Senior Manager for Siemens Power Academy in North America supporting curriculum and training development for power system and distribution engineers from around the world. From 2001- 2008 she held roles the Project Management Office (PMO) delivering IT project implementation for settlements, day-ahead, real-time marketed bids, and SCADA delivery, credit and market participants at the New York State Independent System Operator (NYSIO).

Renee earned her Master´s Degree from University at Albany (SUNY) with concentrations in MIS and Strategic Marketing as well as her BSBA. Prior to completing her academic studies, Renee worked in technical education and program delivery for Monroe Community College and Morrisville Ag & Technical College where she delivered grant-based and apprenticeship training programs for the skilled trades.
