Mike Knisley received a degree from the Hobart School of Welding Technology in 1979, graduated from Plumbers, Pipefitters and Service Technicians Local 776’s apprenticeship program in 1992, and graduated from the UA Instructor Training Program through Michigan State University at Washtenaw Community College in 1999.
Mike worked his way up in the local union, serving as instructor from 1994-2004, Union President, and winning election as Business Manager/Financial Secretary in 2004, an office he held until 2018. Mike also served as President of the Lima Building and Construction Trades Council from 2010-2018. In 2012 he took on the
additional duties of President of the Ohio State Building and Construction Trades Council and held this
leadership position until being unanimously elected Secretary/Treasurer of the OSBCTC in 2018. Mike oversees the day to day operations of the State Council and supports its 14 individual local councils that comprise 137 trade unions and 100,000 members. In addition, he travels the state to lobby and promote the union construction industry. Mike also serves on the United Association of Plumbers and Pipefitters Industrial Relations Council which represents the United Association during arbitration of contract and grievance issues nationwide.

William (Bill) Bates is a program manager within U.S. Environmental Protection Agency’s Office of Groundwater and Drinking Water, where he oversees activities associated with the Underground Injection Control and Source Water Programs. He has worked for the U.S. EPA for more than 15 years. Through the course of his tenure he has served as a permit writer, an enforcement officer, and as subject matter expert on oil and gas related injection practices. Bill received his Master’s of Science in Earth and Environmental Sciences from the University of Illinois at Chicago and his Bachelor’s of Science in Natural Sciences from the University of Akron.

Matt Fry is a Senior Policy Manager, supporting the Carbon Management program, at the Great Plains Institute.  Matt has over 20 years of experience in natural resource management, regulation and policy in both the public and private sectors.  Matt served as a Senior Policy Advisor to Wyoming Governor, Matt Mead, where he focused on natural resource, energy and CCUS policy.  Additionally, he developed and managed the Wyoming Pipeline Corridor Initiative (WPCI), which was a project that culminated with a federal authorization for a statewide pipeline corridor system in Wyoming intended to facilitate development of CO2 pipeline infrastructure and incentivize CCUS project deployment.

Matt earned a Bachelor of Science in biology and chemistry from Davis & Elkins College, and a Master’s in Natural Resource Law from the University of Denver – Sturm College of Law.

Catherine Clark is a AAAS Science & Technology Policy Fellow in DOE’s Office of Fossil Energy and Carbon Management (FECM) working on environmental justice and engagement. Previously, Catherine was an MRS/Optica Congressional Science and Engineering Fellow in Senator Durbin’s office on the energy & environment team. She received her PhD in materials science from the University of Minnesota, where she studied perovskite solar cells, and has worked in the energy industry as a mechanical engineer on a variety of energy generation technologies. She is passionate about community organizing and building an energy system rooted in equity and justice.

Heather Quedenfeld is employed at the U.S. Department of Energy’s National Energy Technology Laboratory (NETL) and serves as the Deputy Director for the laboratory’s Technology Development Center. In this capacity Ms. Quedenfeld is responsible for implementation of the Nation’s $4B+ portfolio of active energy research, development, demonstration and deployment projects in support of the Office of Fossil Energy and other Department of Energy programs. With an emphasis on maturing technology from “early concept development to market-ready”, under her leadership, teams of federal project managers work collaboratively with partners in academia, industry, small businesses, non-profit organizations and national laboratories to deliver federally sponsored energy technological innovations to the nation.

Ms. Quedenfeld has over 30 years of federal service. She has diverse experience at laboratory, having worked in all technology program-related areas. She has held senior level positions, including her current role as Deputy Director for the Technology Development Center, and previous positions as Associate Director for Advanced Coal and Carbon Management research, Acting Chief of Staff for the Laboratory Director, and Acting Lead for the Office of Science and Technology Career Management.
