Shannon Angielski’s practice focuses on developing and advocating for clean energy and carbon management policies on behalf of her clients, with a particular focus on decarbonizing hydrogen as well as carbon capture and sequestration (or “CCS”) policies. Shannon’s 20 years of experience includes working with the electric power and industrial sectors, equipment manufacturers, technology developers, trade associations and labor unions in the development, implementation and management of policy designs and advocacy strategies that have led to successful enactment of key legislation. Through her representations, Shannon engages federal policymakers, state and local agencies, key stakeholders and non-governmental entities in developing creative policy solutions.

As Executive Director of the Carbon Utilization Research Council (CURC) and the president of the Clean Hydrogen Future Coalition, Shannon develops and supports those coalition’s federal policy initiatives. She also serves as the coalition's spokesperson before federal policymakers and the media.

Shannon co-coordinates the firm’s Government Advocacy and Public Policy practice and lead’s the firm’s federal funding and grant practices.

    Mike Moore served as a Program Director for USEA. He is also a managing partner of East-West Strategic Advisors, located in Washington, D.C. and focuses on energy assets, sovereign energy security, CO2-EOR, and domestic and international policy. In 2018 he co-founded the Energy Advance Center, which focuses on CCUS Policy, with Fred Eames of Hunton, Andrews, Kurth. He was also appointed by U.S. Energy Secretary Perry to the National Coal Council for 2018-2020 term, and is the Executive Director to the National Tribal Energy Association.

    Mike was the Executive Director of The North American Carbon Capture Storage Association (NACCSA) in Washington, DC from September 2008 until April 2017, and a founding member and officer in the Texas Carbon Capture Association (TXCCSA).

    Over the past 30 years Mike has been directly involved in (domestic and international):  carbon monetization projects and related asset development, CO2-EOR, low carbon projects, CO2 storage, policy & regulatory issues,and natural gas storage development utilizing depleted oil and gas reservoirs; the commercialization of gas storage capacity, interconnection agreements, permitting, land use, gas storage contracts, financing etc.; transacted with utilities, industrials, pipelines, producers and financial house; spent considerable time on policy and regulatory issues Federal and state; and he worked in and developed opportunities in the deregulated telecom, electricity and natural gas markets. 

    His additional experience includes: a founding shareholder in several telecom/dotcom/electronic trading platforms which included management/operations, money raising and client development; partner and producing broker in deregulated power, data and consulting; crude oil market broker facilitating transactions in the physical and financial markets.

    In 2015, he was awarded the Royal Norwegian Order of Merit by HM King Harald V with the rank of Knight 1st Class and officer of the Order. His work related to CCUS/CCS, energy infrastructure, markets, and energy security were some of the positive attributes for Norway that contributed to the award, as well as involvement in Norway’s recognition of the sovereignty of the Navajo Nation.

    I hold a bachelor’s degree in Quantitative Economics and a master’s degree in Economic Policy Management, both from Makerere University in Uganda. With my educational background, I have been privileged to serve in the Government of Uganda Ministry of Finance, Planning and Economic Development in a number of capacities from 2002 to-date, thus gaining a wealth of experience in public sector budgeting and policy as well as debt management and policy formulation.

    While at the Ministry, I was part of the team that spearheaded the design of major budget reforms such as Output Oriented Budgeting (OOB) and Program Based Budgeting (PBB); from which Government of Uganda has reaped substantial efficiency gains. I successfully negotiated with multinational and financial institutions for financing of infrastructural and social services development projects hence advancing the Country’s economic development agenda.

    Looking back to the period January - July 2009, I was privileged to serve on the Board of Trustees for the Uganda Wildlife Education Centre.

    I was then appointed as Member of the Council, Kyambogo University, Uganda in November 2011 where I played an oversight role up to July 2013.

    Propelled by the spirit of service, I was appointed as Member, Board of Trustees, Uganda Wildlife Authority in January 2014 where I served the Authority diligently until April 2015. The same Authority thereafter found it desirous to seek my contribution in February 2016, which oversight role I have played to-date.

    I was then appointed to play a critical role as Member Board of Trustees at Uganda Tourism Board in May 2017 where I served up to February 2018.

    In a similar spirit of service, I been playing an oversight role on the Board of Uganda Electricity Generation Company Ltd, a position I have held since November 2013 and contributed tirelessly to the company’s transformation journey.
