Bruce Hallbert, Ph.D., is the Director of the Nuclear Safety and Regulatory Research Division. As Division Director, he oversees research and development programs conducted for government agencies, with private industry and industrial partners, and with international organizations. Activities within the division which he oversees include: Digital Instrumentation & Control Systems at nuclear installations, prognostics & diagnostics for process control applications; visualization and modeling for advanced nuclear energy systems; human factors and Human Reliability Analysis; Probabilistic Risk Assessment (PRA); operating experience analyses; and safety analyses of nuclear systems. Dr. Hallbert received his Ph.D. from Vanderbilt University with dissertation research in the Civil and Environmental Engineering Department, specializing in Reliability Engineering. He has numerous publications and technical reports and has held numerous positions including the Research Pathway Lead of Advanced Instrumentation and Controls for the joint DOE-Industry collaborative program of research and development to support long term sustainability of Light Water Reactors. He is a member of the Board of Directors of the International Association of Probabilistic Safety Assessment and Management (IAPSAM), an association that promotes the use and standardization of risk and reliability technologies for use in the development and management of technical systems. He has also served as U.S. Representative to the IAEA Technical Working Group on Instrumentation & Controls for Nuclear Power Plants and is a member of IEEE Power Engineering Society.

There is a growing overproduction of electricity from solar and wind, but solar in particular, especially in the Southwest. Utilities are in a rush to find ways of saving this electricity and balancing their systems. Batteries and other storage systems are all on the table, along with what may have the most promise: green hydrogen. This is hydrogen made by electrolysis, using surplus electricity.

The Honorable Branko Terzic is an internationally recognized regulator, management consultant, and expert witness in the energy, public utility, and infrastructure industries.

He has experience in the electric, natural gas pipeline and distribution, liquefied natural gas (LNG), oil pipeline, hydroelectric, and water utility industries.

Mr. Terzic’s areas of expertise are national and international utility regulation, valuation and depreciation, rate and tariff studies, and regulatory policy for conventional, renewable, and distributed electricity resources.

Mr. Terzic’s four-decade career has included service as a commissioner on the State of Wisconsin Public Service Commission and Commissioner for the Federal Energy Regulatory Commission; international and domestic consulting to management and governments; and experience as the chairman, president, and chief executive officer of an NYSE-listed holding company with a subsidiary regulated public utility and unregulated operations.

In the United States, Mr. Terzic has experience as an expert witness before state public-service commissions and committees of Congress. His international energy experience includes serving as regional managing partner for a major professional services and audit firm in central and eastern Europe and chairmanship of an international committee of experts on cleaner electricity under the UN Economic Commission for Europe.

Bill Hederman is a Senior Fellow at the University of Pennsylvania's Kleinman Center for Energy Policy. He teachers the core course: Introduction to Energy Policy, as well as being part of the Wharton Executive Education Faculty for the "Futures of Utilities" program. In addition, he advises 3 startup firms, two in demand-side management and one in advanced encryption technology.

He also currently serves as a Senior Scholar at the Center for Strategic and International Studies, where he is teaching Geopolitics of Energy for the joint CSIS_Maxwell School masters program. A retired Deloitte Director, Bill is now an independent senior adviser at Deloitte and Touche. He served as senior advisor to U.S. Secretary of Energy Ernest Moniz, providing leadership on Department of Energy (DOE) missions to Ukraine, the Baltics, and Germany. In this position, he was also the chief architect for the analytic framework developed for DOE's groundbreaking Quadrennial Energy Review.

In the corporate sector, he was vice president for Business Development and Strategic Initiatives at Columbia Transmission Companies on the management team that brought Columbia out of bankruptcy. During the Enron and California crises, he joined the Federal Energy Regulatory Commission (FERC) and formed the Office of Market Oversight and Investigations, which has been credited with playing a major role in the restoration of confidence in electricity and natural gas regulatory oversight.

Hederman began his professional career as a systems integration engineer at Bell Labs in the directorate that later developed the cell phone system. He served on the RAND Corporation's pioneering technology demonstrations research team, and was the Congressional Budget Office's first energy budget analyst. He led the establishment of: the policy analysis department at INGAA (pipeline association), the International Energy Agency's gas technology center, and the Washington office for RJ Rudden Associates (now Black & Veatch).

Hederman holds engineering degrees from the Massachusetts Institute of Technology and the University of Notre Dame, and a professional degree (M.P.P.) from the University of California at Berkeley.

Prior to joining OPIS and S&P Global, Jack was a director for Bentek Energy, managing its North American Natural Gas, European Gas, and GIS business units in addition to serving on the company's Senior Leadership Team. He previously led the company's Client Services division along with the company's Midcontinent and Canadian natural gas desks. Before joining Bentek in 2006, Jack spent seven years as a senior energy regulatory consultant for the EOP Group, Inc. in Washington, DC after working in the U.S. Senate.
